with the Children's Television Workshop (CTW) for the completion of the
Sesame Street Fire Safety Station Program through the development of a
videocassette tape, as well as, development and implementation of a
marketing/distribution plan to provide new and previously developed
materials to target audiences. The contractor will provide the
following services: (1) develop and deliver a multi-lingual
videocassette tape which shall incorporate existing messages and songs
from both the Sesame Street Fire Safety Station Activity Book and
accompanying audiocassette tape, first and third editions; (2) develop
and deliver appropriate multi-lingual error free artwork for the
videocassette tape sleeve (cover) label; (3) develop and implement
market/distribution plan for the Sesame Street Fire Safety Station
Program to previously missed, as well as, current and newly identified
target groups. The third edition of the Sesame Street Fire Safety
Activity book and audio tape were developed by CTW under contract
number EMW-95-C-4702 and the Spanish version of the activity book and
audio tape were developed under contract number EME-96-CO-0358. The
Sesame Street characters are required for the development of the
videocassette tape and are to be used in the market/distribution of
materials to the identified target audiences. CTW has proprietary and
copyright ownership over the Sesame Street characters used in the
current materials and in the proposed newly developed materials. If
your firm is capable of performing the work, you are requested to
submit a capability statement. The minimum capabilities must include
documented evidence of experience and expertise in the following areas:
1. Legal ability to use the copyrighted Sesame Street characters; 2.
Documented experience in writing fire safety messages for pre-school
age children; and 3. Documented long-term experience, on the national
level, in developing educational products for children through media
such as video, audio and publications. Firms with these capabilities
are invited to submit three copies of their capability statement within
fifteen (15) calendar days of this notice. Information furnished should
include: 1) The number and professional qualifications of technical and
other appropriate personnel; 2) Company experience related to the
proposed project; 3) A current financial statement; 4) Other literature
which demonstrates the minimum capabilities listed above. The
Government will not pay or otherwise reimburse respondents for
information submitted. Based upon responses received, the Government
reserves the right to set aside any and all procurements that may
result hereunder for small or minority-owned businesses. If the
evaluation of the responses received concludes that none of the
responding firms have the necessary capabilities, then this acquisition
will become a Sole Source Procurement and no further synopsis will be
