This is a combined synopsis-/-solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED. The solicitation number for this Request for Quotation is N00244-00-T-0669. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This solicitation is issued on a restricted basis, under Standard Industrial Code 7515 with a small business standard of $18.5 million. FISC San Diego has a requirement for the following service: The Navy has a requirement for a fleet of 30 automobiles which will be used for the purpose of recruiting prospective military candidates in and around the Houston, TX metropolitan area. The cars shall all be 4 door sedans, and their size can be compact or larger. Each car must be able to comfortable transport a minimum of five (5) passengers. It is an essential part of this contract that the cars be delivered in immaculately clean condition, as provided below. The vehicles must be available 24 hours a day, seven days a week. If a vehicle becomes unavailable, unsafe or unusable for any reason at all the contractor shall pick up the vehicle within 24 hours of notice of the unavailability. If the contractor is unable to repair, correct and redeliver the vehicle within a 24 hour period, then the contractor shall provide a comparable replacement vehicle, meeting all the requirements of this solicitation, within 24 hours from the time that the contractor is notified that the vehicle is unavailable. If a vehicle returned to the contractor for maintenance work, routine or otherwise, will be out of service for more than 24 hours, the contractor shall provide a comparable replacement vehicle. All replacement vehicles shall be provided at no additional cost to the government. The contractor's proposal must include a routine maintenance schedule. The contractor is responsible for any repairs or maintenance required on the vehicles. The government will, however, reimburse the contractor for routine oil changes on each vehicle for every 5,000 miles that the vehicle is used by the government. There will be no other reimbursements for mileage added to the vehicles while in the government's possession, and the vehicles shall be delivered with unlimited mileage. (The government will reimburse for damages to the car caused while in its possession). The contractor shall carry the minimum insurance liability as required by the state of Texas. The contractor shall lawfully register all vehicles with the state of Texas and ensure that all license plates, tags and registration are current. The contractor shall provide proof that its vehicles meets these requirements upon request. The contract shall also ensure that its vehicles comply with all local, state and federal laws governing the operation of a vehicle in the state of Texas. Vehicle Condition. All vehicles must be delivered in mechanically sound condition and meet all safety standards required by law, so as to preclude the potential for breakdown and injury to passengers and drivers. The contractor shall ensure that the cars ride smoothly and there is no improper alignment of the vehicle or audible sound which would reflect negatively on the mechanical condition of the vehicles. All vehicles shall be delivered with a spare tire in the trunk and a vehicle jack for changing a tire. The appearance of the vehicles shall reflect a positive image for the Navy Recruiting District and the Government. Vehicles shall be delivered in "like new" condition, inside and out. All vehicles shall be free of visible dents, holes, marring, stains, unpleasant odors or repair work. All vehicles shall be in clean condition upon delivery and re-delivery after service, free of debris, dirt, oil and other matter. Upon delivery or redelivery of any vehicle, the Navy Receiving Officer shall perform an inspection of both the inside and the outside of the vehicle to ensure compliance with the requirements stated in this solicitation. If, for any reason, the Receiving Officer determines that any vehicle does not meet the requirements of this solicitation or is not suitable for the purposes intended, then the Government shall have the right to reject such vehicles for performance of services. Acceptance shall be at destination. Express warranties shall be included in the contract.
