The base price includes all site work including earthwork, utilities, clearing and grubbing and paving. The construction of the headquarters Building, DET Building, NAVSCIATTs Barracks and Training Facilities. These facilities are approximately 100,000 square feet of masonry building with brick veneer on spread footings with a standing seam metal roofs. The base price will also include site work and the utilities to within 5 feet of the facilities specified as option items. If the options are not awarded, the contractor should grade the site to allow drainage and cap the utilities at the termination point. The first option is for the construction of approximately 16,300 square foot Maintenance facility which consists of masonry building with some brick veneer on spread footings with a standing seam metal roof and associated utilities. The second option is for the construction of approximately 10,200 square foot Supplyfacility that consists of masonry building with some brick veneer back up on spread footings with a standing seam metal roof and associated utilities. The third option will be for the construction of approximately 4000 square foot Mechanical Building facility that consists of CMU Building with concrete masonry back up on spread footings with a standing seam metal roof and associated utilities. This building supports the mechanical systems for option 1 and 2 and will be awarded if either option 1 or 2 is awarded. The fourth option is for the construction of approximately 1000 square foot training tank including supporting equipment building. . The estimated value for the base price proposal is between $18,000,000 and $20,000,000. There will be four (4) options to be awarded. The first option for Maintenance Facility is between $1,890,000 and $2,100,000. The second option for Supply Facility is between $900,000 and $1,000,000. The third option for Mechanical Equipment Building will be between $450,000 and $500,000. The fourth option for Training Tank will be between $540,000 and $600,000.The maximum completion schedule is 623 calendar days from contract award. Proposals will be evaluated based on price and other price-related factors and the following technical factors, which are of equal importance: (1) Past Performance, (2) Small Business Subcontracting Effort, (3) Technical Qualifications and (4) Technical Approach. The price proposals will consist of the Base Price Proposal including Options. The price and technical proposals are of equal importance. Award will be made to the offeror whose price and technical proposals provide the best value to the Government. The Government intends to issue this solicitation through the use of CD-ROM and the INTERNET. It will be available for viewing and downloading on or about 10 APRIL 2000.
