USACE, Vicksburg District proposes to enter into a Cost-Plus-Award-Fee contract for operation, maintenance, and repair of Government-managed facilities, grounds, and flood control structures, etc. at Ouachita, Greeson, and DeGray Lakes located in the State of Arkansas. The contractor shall furnish all labor, equipment, fuel, supplies, transportation, supervision, and management to provide inspection, operation, maintenance, repair, reconstruction, and rehabilitation of project facilities and features managed by the U.S. Army Corps of Engineers located at these three lakes in the State of Arkansas. Inclusive in this scope are emergency operations that may arise in these areas. It is the Government's intent to award one contract in relation to this solicitation. This award will result in a Cost-Plus-Award-Fee type contract for a base year. If authority is received, four (4) option years may be included in the resulting solicitation prior to negotiations. Award will be made to the responsible offeror whose proposal represents the best overall value to the Government. All offeror's proposals will be evaluated in the following technical areas in descending order of importance and assigned a numerical score: a) management capability, b) experience and technical expertise of key personnel, c) equipment, d) staffing, e) experience of firm (past performance), f) budgetary and cost accounting systems. All evaluation factors other than cost and price, when combined are significantly more important than cost or price. This technical evaluation will be accomplished without reference to cost. Cost proposals will be evaluated but not scored. All repsonsible sources may submit a proposal which shall be considered by the agency. Issue date on or about 11 Apr 00.
