The Government has determined that the evaluation factors in Part E,
Addendum to FAR 52.212-2, Evaluation-Commercial Items, are too
extensive for the level of effort for Grounds Maintenance and will not
produce the desired outcome resulting in a _Best Value_ Award.
Therefore, the Government intends to issue Amendment #5 to Solicitation
F41691-99-R-0006 to incorporate revised evaluation factors. Amendment
#5 will be posted to EPS on or about 4 Apr 00. Offerors who have
submitted proposals are hereby afforded the opportunity to re-submit
their technical proposals based on the revised criteria. Offerors who
missed the original due date of 14 Feb 00, are welcomed to submit
proposals in accordance with the requirements of Solicitation
F41691-99-R0006 located on the Electronic Posting System.

Scope of Work. The contractor shall provide all personnel, equipment,
tools, materials, supervision, and other items and services necessary
to perform Grounds Maintenance at Randolph AFB & Seguin Auxiliary Air
Field. The government may cancel certain services due to weather,
growing conditions, drought, etc., the contractor shall only be paid
for the services actually scheduled, ordered or approved by the
Government and provided by the contractor. Contractor will maintain a
satisfactory ground condition with a neat and professional appearance
as well as properly maintaining irrigation systems. Services shall
include but are not limited to the mowing of all grass; trimming around
all obstacles (trees, hydrants, sign posts, flight line instruments,
bird cannons, etc.); the edging of all driveways, sidewalks, and curbs;
the elimination of all weeds in shrub and plant beds, rock gardens and
xeriscapes; fertilization of improved grounds; and the pruning of all
shrubs and hedges. Maintain Grounds, Maintain Improved Grounds,
Maintain Semi-Improved Grounds/Airfield Area/Clear Zones, Maintain
Semi-Improved Grounds-Select Areas, Irrigate Improved Grounds, Maintain
Irrigation Systems, Apply Commercial Fertilizer, Perform Aeration, and
Perform Policing. Cuttings shall be removed so all areas are free of
debris. PERFORMANCE PERIOD: The government is contemplating a total
period of performance consisting of a basic contract period commencing
01 Feb 2000 through 30 Sept 2000 plus nine one year options. The
government will evaluate all offers for all option years contained in
the solicitation when awarding the basic contract. This solicitation is
set-aside for competitive 8(a) concerns. A positive statement of
eligibility is required. For purposes of this acquisition, the Standard
Industrial Code (SIC) is 0782. Industry is invited and encouraged to
view the draft Statement of Work (SOW) and provide comments and
recommendations to the e-mail address listed below. The draft SOW and
related documents can be found at www.eps.gov. Click on EPS for

Training Command -location, next Randolph Contracting Squadron-posted
items. Find solicitation number. The solicitation will be issued to
industry on or about 17 May 99. In order to notify all interested
parties of changes to the solicitation documents after release, parties

listed below. Hard copies of solicitation documents will not be
provided to any source. Interested sources are responsible for frequent
