The U.S. Army Communication Electronics Command (CECOM) intends to procure additional support services for the PM Joint STARS Common Ground Station. Motorola, Inc is producing the AN/TSQ-179 Joint STARS CGS. The current contract consists of a basic CGS limited production quantity and seven priced options for additional production quantities. It also includes T&M support services as priced options. Additional T&M options are required to provide contractor support for operational tests; field training exercises; demonstrations and other CGS related services for option years FY-00 through FY 02. The period of performance will be from FY 00 through FY 02. The Common Ground contract was awarded under a competitive competition to Motorola, Inc. Solicitation will be issued on a Sole Source basic per FAR 6.302-1(a)(1) "Only One Responsible Source". Motorola, Systems Solutions Group, 8201 McDowell Road, Scottsdale, AZ 85252-1417, cage code 94990 is the intended source. The Government does not possess complete hardware and software information or the full system configuration tree with commercial part numbers to offer to other companies. Motorola is the CGS system configuration manager and currently control all hardware and software components and interfaces below the system level performance specification. The Government does not have rights to the source code and documentation for the Motorola proprietary software nor does it have the system assembly drawings. Contractor T&M services require intimate knowledge of the CGS hardware, software, interfaces operations and logistics.
