(NAI) Brand Name Or Equal Distributed Network Monitoring Systems consisting of Model DSS/RMON PRO 2 Port 10/100 Ethernet Sniffers Bundle (3 EACH) and 2 Year Connect Prime Support including online Knowledge Center, Email Submissions, Software Updates, Telephone Access (3 EACH). Delivery is required F.O.B. Destination to NSWCDD, Dahlgren, VA 22448 within 30 days after date of order. The systems are required to support the NSWCNet network monitoring and troubleshooting and for network performance management. NSWCDD is currently using NAI Distributed Sniffer System (DSS/RMON) which is a combination technology of a network analyzer for network monitoring and troubleshooting and a standard RMON probe for network performance management. DSS/RMON is a centrally managed, client-server network analysis system consisting of a centralized network management console and one or more distributed agents (DSS/RMON server) located strategically on each network segment. The following minimum specifications shall apply: (A). The system shall be based on a distributed, client-server architecture and include all hardware and software for the agent server and network management console software for both the Windows based console station (Windows 95/98 or NT Workstation 4.0) and UNIX based console station (SUN Solaris). (B). The agent or server system shall be a turnkey system which means all hardware is completely installed and all software (including the Operating System and the agent software) are preloaded. (C). The server system shall be PC (Intel)/Windows based, running Windows NT Workstation 4.0. (D). The system shall have one "transport" 10/100 Ethernet Network Interface Card (NIC) for transferring information data to a remote network management console station and two "monitor" 10/100 Ethernet NICs able to monitor two network segments simultaneously and able to support both shared and switched Ethernet/Fast Ethernet. (E). The agent shall be able to monitor and analyze all7 layers of the OSI model and to display real time network statistics (including Bandwidth utilization percentage, Bytes, Frame rates, Frame size distribution, etc), error statistics (collisions, oversized frames, CRC/alignment, etc), node statistics (traffic received and transmitted), node-to-node conversations, protocol statistics (network utilization by protocol, number of bytes by protocol, etc) and network threshold alarms sent to the console station. (F). The agent shall be able to start and stop capturing packets from the remote console for detailed expert analysis and the results can be displayed in both colored graphical and tabular data formats at the console. The captured packets shall be able to be saved to a file and converted to Lotus l-2-3 and Microsoft Excel spreadsheets. (G). Network traffic trend or history analysis (Bandwidth utilization, protocol distribution, etc) can be displayed on the management console. (H). The agent shall be able to collect standard SNMP/RMON statistics (including SNMP Version 1, MIB II, RMON1, RMON2) or function as an SNMP/RMON2 probe and the collected data can be viewed and certified by third party network management systems software including Concord Network Health 4.x version. (I). The system shall have a comparable MTTF (Mean Time To Failure) and must be tested and recommended by a third independent party (Network Magazine, InfoWorld Magazine, Network Computing, etc). (J). Shall have a user friendly Graphical User Interface (GUI). (K). Training shall be provided on any non NAI DSS/RMON system. Descriptive literature for all non-NAI offered products (NTE 5 PAGES) which clearly addresses each of the minimum specifications. QUOTES FAILING TO SUBMIT THE ABOVE INFORMATION MAY BE EXCLUDED FROM CONSIDERATION. THE GOVERNMENT RESERVES THE RIGHT TO REQUIRE A NO COST DEMONSTRATION AT NSWCDD OF ANY NON-NAI PRODUCTS TO VERIFY COMPLIANCE WITH THE MINIMUM SPECIFICATIONS. Award is to be made under Simplified Acquisition Procedures. Quotations will be evaluated for technical capability of the items to meet the Navy's needs/specifications, past performance and price.
