75 -- MATERIAL, SERVICES, LABOR, AND ELECTRICAL POWER FOR A ONE DAY ACQUISITION AND LOGISTICS REFORM EVENT SOL MDA946-00-T-0035 DUE 033000 POC Ms. Dorothy Mills, Contract Specialist (703) 695-5184 and Ms. Donna Truesdel, Contracting Officer (703) 695-4095 DESC: BLOCK 17: (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. A site visit will be held on 3/27/00 -- 10:00am. All prospective offerors are encouraged to attend the site visit. Applicable drawings detailing the set-up of tents and display booths will be provided to all attendees. All parties interested in the site visit must contact Ms. Dorothy Mills on (703) 695-4905 by 2:00 PM on 25 Mar 00. (ii) For the purpose of this acquisition the solicitation number is MDA946-00-T-0035, this is a request for Quote. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Regulation Circular 97-15 dated 12/27/99. (iv) This procurement is 100% set aside for small business concerns. The small business industrial classification for this type of service is 4899 with annual receipts of $11M. (v) Provide a total price for the following contract line item number (CLINS) as follows: CLIN 0001, 6 briefing tents to include the following for each: 12 white side walls, 6 each 6' rectangular table-draped & skirted with white linen, 75 metal folding chairs, 6 raised platforms, 1 executive floor podium with microphone, 1 wireless lavalier microphone, appropriate sound system for each tent, power cords sufficient for each tent, 6 each 20' X 30' frame canopies, 10 each, 9-gallon water urn, 500 cups and 24 glasses. All tents must have drop-down weather curtains. Hardwood flooring and walkways for 3 briefing tents setup on the grass; CLIN 0002, 1 main tent (set up in a T-shape with 30' X 40' at the top and 20' X 30' with side walls perpendicular to it) to include the following: black stage skirt(s) for backdrop, 400 folding chairs: 100 white padded 300 metal, podium with microphone, wireless lavalier microphone, 24 chrome stanchions and 11 (8)' red rope, 30' X 40' frame canopy, sidewalls, tent guttering, 1water pitcher & glasses; CLIN 0003, 39 display/exhibit booths (10' x 10' each with wall on rear, open in front (with drop-down weather curtains) and on ends to be put in 3 rows of 13) to include the following: 39 (8') rectangular tables (draped & skirted with white linen), 78 metal folding chairs (2 per exhibit -- 10' X 10' booth), cathedral side walls & canopies for display booths (10' X 10' with 8' height ceiling and window walls on back side), electrical power outlets for each booth; CLIN 0004, 1 (16' X 16') tent for band, 3 small tents (10' X 10' marquis) for cameras to include hardwood flooring, 196 4' X 4' carpet sections for stages, 7 pointers for briefings, 7 flip charts on easels (1 for each tent and should include 2 black markers per easel), 7 projection screens (70" X 70"), 7 overhead projectors, lighting for all presentation tents and booth displays, fire extinguishers (1 per tent and 1 per generator), fire safety exits for all tents, cable/wire ramp covers, handicapped ramps for entrances into tents located on grass, 4 generators to provide electrical power to all tents and booth displays; CLIN 5, 1 on-site technician. (vi) Services, Non-Personal. The contractor shall provide all labor, material equipment and supervision, and electrical power for a one day Acquisition and Logistics Day 2000 on May 22, 2000, in the Pentagon Courtyard. Requirement changes in the number of tents, tables and seating may occur 1 week prior to the event due to changes in the total exhibitions, displays and presentations. Presentations and displays will be ongoing beginning at 8:00am and end at 4:00pm. Specific objective requirements. Tent coverage, available seating, and sufficient electrical power are required to accommodate all presentations and booth displays. Information regarding the name of the driver(s), vehicle tag number, make and model of vehicle must be provided no later than May 8, 2000, to a designated point of contact. Access is through the Pentagon corridors 1&2 tunnel off of the south parking lot. Vehicle height cannot exceed 10'2". Trucks higher than 10'2" must use the south loading dock and offload material for movement into the courtyard. All trucks will be removed as quickly as possible from the courtyard upon removal of material. All commercial vehicles (contract vendors) destined for the Pentagon must go to the Temporary Remote Delivery Center (TRDC) located at 1440 South Eads Street, Arlington, VA. Vehicle inspections will be completed by the Defense Protective Service at the TRDC. The set-up of equipment is required on May 20, 2000, with tear-down no later than May 23, 2000. Arrival of trucks and set-up of the equipment can commence as early as 8:00am on May 20, 2000. Tear down may commence on May 22, 2000, following completion of the event at 5:00pm (or at the direction of the Point of Contact) and must be completed by 5:00 pm, May 23, 2000. CONTRACTOR WILL BE RESPONSIBLE for offloading, movement, and set-up of all equipment (Use of support stakes/spikes will not be allowed, Weighted supports only). (vii) The one day event will be held on Monday, May 22, 2000. The items are to be delivered to the Pentagon Building, Arlington, VA in the Courtyard; (viii) FAR Clause 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) FAR Clause 52.212-2, Evaluation-Commercial Items is not included. The Government intends to evaluate quotes and award a contract without discussions. However, the government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. (x) Offerors are required to provide a completed copy of the provision at 52.212-3, Offerors Representations and Certifications-Commercial Items with their quote. (xi) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (Deviation) applies to this Acquisition. (xiii) In accordance with DFARS Subpart 252.204-7004 -- Central Contractor Registry, contractor must be registered with the Department of Defense Central Contractor Registry in order to be awarded a contract.
