PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCOD: A -- Research and Development OFFADD: Peace Corps, Budget Implementation Teams, 1111 20th Street, NW, Room 4243, Washington, DC 20526 SUBJECT: A -- OVERSEAS SAFETY AND SECURITY ASSMENT SOL RFQ05B00 DUE 030300 POC Roberta VE Bigsby voice (202)692-1643 Fax (202)692-1641 rbigsby@peacecorps.gov DESC: OVERSEAS SAFETY AND SECURITY ASSESSMENT The Peace Corps is in need of a consultant team of two members (one male and one female) to be accompanied by the Coordinator for Volunteer Safety and Overseas Security or his designee to travel to Ecuador to evaluate and assess all Peace Corps safety and security policies, procedures and facilities as well as other in-country factors relating to the safety and security of Volunteers and staff. The contractor will conduct a critical assessment of threat environment, evaluate safety and security measures, review Peace Corps safety and security policies and make recommendations to improve the safety and security of the post. This project will be completed in two phases to include travel to Ecuador. Travel expenses to be paid for by Peace Corps. The duration of the assessment will be 30 days from award of contract. Background The safety and security of Volunteers in the field has always been one of the highest priorities for Peace Corps. In light of the US Embassy bombings in Kenya and Tanzania, the kidnapping and murder of eight foreign tourists in Uganda and the overall change in safety conditions in developing nations, the threat of violence against Americans has become increasingly real. Currently, the personal safety of Volunteers is the topic of great concern for Volunteers and staff and must be addressed appropriately. The development of a Coordinator for Volunteer Safety and Overseas Security established the commitment Peace Corps has to safe guarding its Volunteers. The Coordinator is responsible for designing, implementing and reporting on projects directly related to Volunteer safety, while providing Agency leadership and guidance in all issues related to safety and security. This includes travel to posts to assess security situations and ensure that Volunteers are educated on safety best practices to enable them to lower their risk of becoming a victim of crime. The world is rapidly changing and with greater financial disparity between America and the majority of countries in which Peace Corps has a presence, the incidents of crime, assault, terrorism and political instability are increasing. There is a need for an outside expert source to thoroughly review Peace Corps safety and security policies and procedures, guide Peace Corps in the assessment of safety and security practices regarding our overseas programs, develop skills of Agency staff to recognize and appropriately assess safety and security factors and to provide a comprehensive module for realistic safety and security training for all Volunteers and staff.
