Space Flight Center (GSFC) is planning to issue a formal RFP in the
July/August 1999 timeframe for the acquisition of Research,
Development, and Design services for the preliminary design of the
Advanced Baseline Imager (ABI). Next year, the GSFC plans to proceed
with the implementation phase contract for the ABI procurement. The ABI
instrument is an advanced version of the Imager instrument which flies
on the Geostationary Operational Environmental Satellites (GOES). The
GOES are weather satellites built for the National Oceanographic and
Atmospheric Administration (NOAA) for use by the National Weather
Service (NWS). The GOES are based on a three-axis, body-stabilized
design that enables the sensors to continuously view the U.S. and
environs. The ABI is a multi-spectral, earth-scanning instrument
capable of sweeping simultaneously visible and infrared channels to
monitor surface temperature, low-level moisture and convective
intensity and other temperature and moisture profiles. The purpose of
this notice is to identify small disadvantaged businesses that possess
the technical capability to be subcontractors to provide parts,
equipment or services required to support the ABI instrument. Responses
to this sources sought notice will be used as a basis for determining
the SDB subcontracting goal that will be included in the ABI
Formulation Phase RFP and the ABI Implementation Phase procurement.
Your response should specifically indicate which phase of the ABI
procurement you are capable of supporting; Formulation Phase (research,
development, & preliminary design) or Implementation Phase (final
design and manufacturing of the instrument). It is requested that
capability statements which specifically address your capability to
support the ABI instrument be submitted to the GSFC, Code 214.2,

facilitate a prompt review bythe NASA team, a one (1) page summary
shall be affixed to the front of the capability statement submitted
which identifies for the evaluator, by page and paragraph, your
company's relevant capability. It is insufficient to provide only
general brochures or generic information. Your response must
specifically address your capability regarding the ABI. Copies of your
capability statements may be given to ABI Prime Contractors in the
future, and should therefore not contain company-sensitive information.
