Lands Highway Division of the Federal Highway Administration intends to
conduct construction and post-construction water quality monitoring for
Project 8E12 on the Foothills Parkway in Blount County, Tennessee. The
purpose of the monitoring is to monitor for any changes in the
chemical and biological conditions of the watershed downstream of the
proposed project 8E12 and to pinpoint and mitigate any sources of
possible acidic contamination that occur during and after construction
of the roadway/bridge project. During roadway construction, chemical
sampling will be performed on a bi-weekly basis. During the
post-construction period, chemical sampling will be performed on a
monthly basis. During construction and post-construction periods,
biological monitoring will be performed on a quarterly basis during the
months of April or May, August, November, and February; and fish will
be sampled on an annual basis during the month of August or September.
It is anticipated the tasks will consist of one year of construction
monitoring and one year of post-construction monitoring. Chemical
monitoring tests include: pH, conductivity, dissolved oxygen, acidity,
alkalinity, hardness, total solids, total suspended solids, turbidity,
and some heavy metals. All laboratories used by the Contractor to
perform analyses for this contract shall meet minimum qualifications
for the state of Tennessee for a certified laboratory. Biological
monitoring shall consist of qualitative and quantitative descriptions
of the benthic macro invertebrates, including the Ephemeroptera,
Plecoptera, and Trichoptera subset. Fish monitoring shall be performed
by electrofishing. The stream bottom sediment conditions are to be
assessed by streambed particle size analysis. The solicitation will be
available on/about April 7, 2000. Proposals are due by 4:00 p.m. April
25, 2000. The anticipated award date is April 28, 2000. All responsible
sources may submit a proposal which shall be considered by the agency.
