ORDER BASIS FOR VARIOUS PROJECTS LOCATED ON THE BUREAU OF PRISONS
NORTHEAST REGION POC P.A. Donahue-Ormandy, 570-547-1641, ext. 543 The
Federal Bureau of Prisons Northeast Regional Office seeks to negotiate
a multiple award contract for an Architect-Engineering Indefinite
Delivery-Indefinite Quantity type contract for the performance of
various projects located within the Northeast Region. The term of the
contract would be for one (1) twelve month base period with the
possibility of four (4) twelve month option periods. The minimum
guaranteed amount of the contract is $10,000 for each contract year.
The estimated maximum amount will not exceed $500,000 for each contract
year. The evaluation criteria for selection and contract award, in
descending order of relative importance are as follows: (1)
Professional qualifications necessary for satisfactory performance of
required services; (2) Specialized experience and technical competence
in the type of work required, including, where appropriate, experience
in energy conservation, pollution prevention, waste reduction, and the
use of recovered materials; (3)Capacity to accomplish the work in the
required time; (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) Location in the
general geographical area of the project and knowledge of the locality
of the project; and (6) Acceptability under other appropriate
evaluation criteria. Only those firms certified to perform services in
all states identified in this synopsis are requested to submit
appropriate data no later than April 21, 2000. The states included are:
Pennsylvania, New Jersey, New York, Connecticut and Massachusetts.
Applicant responses to the aforementioned evaluation criteria shall use
Standard Forms 254 and 255, which will form the basis of the initial
evaluation of qualifications. The data submitted shall be concise and
must address all specific categories listed in the evacuation criteria.
The Standard Industrial Classification Code is 8712,with a size
standard of $2,500,000.00. This procurement has not been set-aside and
is being completed on an unrestricted basis. This is not a request for
