is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. NASA/GRC intends to purchase
the items from Modern Technology Corp. (MTC), Dayton, OH 45432 as a new
work modification to their existing contract NAS 3-97121. The statutory
basis for other than full and open competition is 10 U.S.C. 2304(c)(1),
only one responsible source and no other supplies or services will
satisfy agency requirements. The rationale for the selection of this
statutory basis is that under the existing contract MTC has created and
exercised the current Verification and Validation Test Plans on the
NPSS releases as well as coded engine objects adhering to the NPSS
programming standards. Changing to another contractor now would cause
the requiring office to miss a FY 2000 Level One milestone while the
new contractor acquired the required background knowledge. This notice
is being issued as a Request for Offer (RFO) for the following
statement of work. The Base period will be eight (8) months and the
option period will be twelve (12) months for a total of twenty (20)
months. The addition of this 20 months will cause the total contract
period to be 56 months. Numerical Propulsion System Simulation (NPSS)
Statement of Work The NASA Glenn Research Center's Numerical Propulsion
System Simulation (NPSS) project is building a Zero Dimensional engine
simulation framework capable of modeling a complete aero-propulsion
engine. The simulation environment will have the ability to connect
engine component codes of different fidelity together to form a
simulation irrespective of where the codes execute. Additionally, the
framework will allow for integration of experimental data for
validation and model development. The formal name of this area of work
within the NPSS project is called NPSS/NICE -- NASA Industry
Cooperative Agreement. Specific Tasks: I Year 1 (4/1/00 --
11/1/00)[Base Period] I.1 NPSS/NICE Version 1.0 A. Develop test
procedures for System Integration testing of the NPSS Version 1.0 and
document as described in the NPSS/NICE Software Verification &
Validation Plan. B. Conduct the System integration tests for the
NPSS/NICE Version 1.0. C. Provide NPSS V1.0 system and unit testing
guidance to NPSS V1.0 developers. D. Develop engine component objects
per NPSS development schedule adhering to NPSS Software development
standards in C++. E. Develop strategy/design to integrate NPSS V1.0
into GRC's NESSUS Sensitivity/Probabilistic Analysis framework. I.2.
BASE IT- Analytical Tools and Environments for Design Develop C++
objects and data management schema necessary for integrating the CAPRI
CAD interface, LAPIN, and NPARC/WIND utilizing the PRICE Architecture.
A. Work with NASA team to develop design for integrating CAPRI and
Lapin utilizing PRICE architecture. B. Work withNASA team to integrate
NPARC/WIND utilizing PRICE in support of a hypersonic inlet test. II.
Year 2 (11/2/00 -- 11/2/01)[Option Period] II.1 NPSS/NICE Version 2.0
A. Develop test procedures for System Integration testing of the NPSS
Version 2.0 and document as described in the NPSS/NICE Software
Verification & Validation Plan. B. Conduct the System integration tests
for the NPSS/NICE Version 2.0. C. Provide NPSS V2.0 system and unit
testing guidance to NPSS V2.0 developers. D. Develop engine component
objects per NPSS development schedule adhering to NPSS Software
development standards in C++. E. Implement design developed in prior
year to integrate NPSS V2.0 into GRC's NESSUS Sensitivity/Probabilistic
Analysis framework. II.2 BASE IT- Analytical Tools and Environments for
Design Develop C++ objects and data management schema necessary for
integrating the hypersonic inlet experimental data utilizing PRICE
architecture. A. Work with NASA team to develop the design for
integrating NPSS V2.0 utilizing PRICE architecture. B. Work with NASA
team to integrate hypersonic inlet PIV experimental data utilizing
PRICE architecture. III. Reporting for both the Basic and Optional
period of performance of this task: Weekly onsite visits to attend NPSS
telecons, minimum once a month provide status at telecons. Attendance
at NPSS/NICE quarterly reviews, NPSS team meetings and NPSS milestone
reviews. Factors Software Engineering support in developing a full life
cycle commercial grade product. System is following the Object Oriented
Paradigm. Specifically, the Unified Process by Jacobson, Rumbaugh, and
Booch modeled using the Unified Modeling Language (UML). Knowledge in
C++ is mandatory, Common Object Request Broker Architecture (CORBA),
Object Database or Relational Database knowledge, UNIX, LINUX, NT.
Experience in Object Oriented software testing, verification and
validation. Experience with NESSUS/NESTEM Sensitivity/Probabilistic
Analysis software. Experience with Clearcase Software Configuration
Management tool. Subject company will be bound by the NPSS/NICE Non-
Disclosure Agreement (NDA) (NICE-NASA Industry Cooperative Agreement)
and may be required to sign this document. [End of Statement of Work]
The provisions and clauses in the RFO are those in effect through FAC
97-15. The SIC code and the small business size standard for this
procurement are 7379 and $14.5 million respectively. The offeror shall
state in their offer their size status for this procurement. All
qualified responsible business sources may submit an offer which shall
be considered by the agency. The DPAS rating for this procurement is
