Acquisition Operations Group, D7810@usbr.gov. The Bureau of
Reclamation, Denver office, intends to negotiate on a sole source basis
with Inceptive.com, Aurora, Colorado, for information technology design
and development service and business process analysis services for a
base year with four option years, during the period June 1, 2000
through May 31, 2005. The services will be provided within the five
Reclamation Regional offices, 26 area offices, and the Reclamation
Service Center, Reclamation offices located throughout the 17 western
states, and the Office of the Commissioner, located in Washington D.C.
The Contractor shall design and develop strategies and methodologies
for Reclamation senior executives and managers on integrating
information technology with administrative and operational business
practices; evaluate plans and strategies related to key business system
migrations; design and develop strategies and technical migration paths
for legacy systems to Web technologies; and, design and develop
information technology applications as value added asset portfolios.
The contractor shall provide services aimed at assisting senior
Reclamation management and technical staff in assessing and resolving
business process and information technology integration issues. Because
of the broad strategic nature of these issues and problems as well as
the volatility of information technology, and because the specific work
to be required may evolve as the strategies and process become more
defined, it is not possible to provide a specifically detailed
statement of work. Specific work to be performed by the contractor will
be described in written work assignments which will be written and
prepared during the period of performance. Because this procurement is
for the analysis and development of an all encompassing information
technology service and business process program, it is critical that
the prospective contractor have key personnel available that possesses
a vast array of critical Reclamation-specific skills, knowledge, and
expertise, including : A) Wide-ranging multiple year experience both as
employees and as contract staff with Reclamation's Information
Technology Architecture and Business Practices; B) Extensive multiple
year experience with Reclamation administrative systems, program
functions, and business practices including field office as well as
Regional office, Reclamation Service Center, and Interior Department
Service Center experience; C) Experience evaluating, selecting, and
integrating Commercial-Off-The-Shelf software for federal
organizations, and in particular for Reclamation; D) Experience
developing and teaching Reclamation Information technology software
design, development, and deployment methodologies and practices; and E)
Expertise with Reclamation's existing software development and database
technology. Additionally, potential incumbent must have; F) Expertise
in integrating Enterprise Resource Planning (ERP) packages with federal
work activities; G) Expertise in integrating bank card functions in
federal administrative environments;H) Expertise in migrating legacy
business applications to Web technologies; and, I) Expertise in
designing and developing software applications for federal
administrative and program activities with particular emphasis on
Interior Department financial services activities and Bureau of
Reclamation engineering and operations activities. This procurement is
for a commercial service and is being conducted using Simplified
Acquisition Procedures (SAP) prescribed by FAR 13.601. The Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302-1. The Government believes that only one
responsible source can provide the supplies/services that will satisfy
the agency requirements. A Justification for Other than Full and Open
Competition has been prepared in support of this acquisition. Firms
that recognize and can provide all the required services and can meet
the critical knowledge and expertise criteria are encouraged to
identify themselves and give written notification to the contracting
officer. Firms believing that they can provide these services must
provide clear and concise supporting evidence through submitted written
documentation that they have the precise expertise requested and can
furnish all the services. This notice is not a request for competitive
quotes and no other solicitation document is available for this
procurement. Requirements of part 12 apply subject to the order of
precedence provided at 12.102(c), including provisions at 52.212-1

Items, 52.212-3 Offeror Representations and Certifications Commercial
items (must be returned with any proposal offered), 52.212-4 Contract
Terms and Conditions Commercial Items, and any additional contract
requirement or terms and conditions determined by the contracting
officer to be necessary for this acquisition and consistent with
customary commercial practices. All responses must be received within
15 calendar days of publication of this notice. All responses will be
considered by the government, however, a determination by the
government not to compete this proposed action based on responses to
this notice is solely within the discretion of the government. No
contract will be awarded from this announcement, as information
received will be considered solely for the purpose of determining
whether to conduct a competitive procurement. Inquiries must contain

Number (TIN), and must also identify themselves as either small
business, or other than small business, in accordance with the size
