(USDA), Animal and Plant Health Inspection Service (APHIS), is
proposing a program to apply treatments for the control of the Asian
longhorned beetle, Anoplphora glabripennnis (Motschulsky). From late
April to mid-June, 2000, APHIS, in conjunction with Illinois and New
York officials, is planning to apply a systemic insecticide,
Imidacloprid, to control Asian longhorned beetle. Two methods of
delivering the pesticide will be used: soil injections and Mauget trunk
injections. Applications must be completed prior to adult emergence and
flight, which begins in late spring and early summer. The Asian
longhorned beetle currently infests several areas in New York and
Chicago. Areas in New York include the Greenpoint Section of Brooklyn;
Manhattan; Amityville and Islip, Long Island; Lindenhurst; and Bayside
and Flushing, Queens. In Chicago, Ravenswood, Addison (DuPage County),
Summit, and Park Ridge are the areas impacted by the Asian longhorned
beetle. The program is necessary to reduce the potential for damage
from this major pest of trees. The Asian longhorned beetle bores into
and kills a variety of tree species including species of maple, elm,
chestnut, birch, poplar, and willow. This nonnative pest has the
potential to spread to other areas of the United States and cause
extensive losses to ornamental and commercial tree species. As a
consequence, the Secretary of Agriculture has declared an emergency for
the eradication of Asian longhorned beetle in the areas identified. The
actual number of trees requiring treatment has not yet been determined.
At this time, the Chicago area is estimated to have 6 host trees per
acre (approximately 4300 trees). The number of host trees per acre for
the New York area is unknown. A more definitive estimate of the number
of trees identified for treatment, and the locations of those trees,
for both areas, will be available within the next 2 weeks. Due to the
unusual and compelling urgency created by the infestation of Asian
longhorned beetle, there is insufficient time for APHIS to advertise
each site identified for treatment. Treatment contracts will need to be
awarded within a very short time frame. Therefore, this synopsis shall
serve as the only notice of APHIS' intention of contracting for soil
injection treatment and Mauget trunk injections to eradicate Asian
longhorned beetle in the Chicago and New York Areas. A "qualified
bidder's List (QBL)" will be developed for each area. Consideration for
treatment contracts will be limited to companies in the New York and
Chicago areas, respectively, that have satisfied APHIS' qualification
requirements, and are approved for the QBL. Qualified/approved
companies will be provided a copy of the Asian Longhorned Beetle Soil
Injection/Mauget Trunk Injection Prospectus. The prospectus will
establish the terms and conditions for all subsequent contracts
awarded. Award preference will be provided to approved companies on the
QBL identified as HubZone small businesses, small businesses certified
under Section 8(a) of the Small Business Act, small disadvantaged
businesses, or other small businesses based on the evaluation criteria
established for each treatment site. Interested companies in the New
