Space and Naval Warfare Systems Center (SPAWARSYSCEN)Charleston performs design studies, designs, engineering, procurement, installation, and maintenance services for the Marine Corps and Navy Electronic Security Systems (ESS) Programs worldwide. SPAWAR has integrated various technologies and equipment from a diversified group of manufacturers into a centralized alarm monitoring and reporting system at many Marine Corps bases. SPAWARSYSCEN seeking is information on available services from geographically diversified firms to maintain Electronic Sensor Systems (ESS) within the continental United States, Hawaii, and Japan. Six locations are in Southern California, two in Hawaii, one in Yuma AZ, one in Albany GA, five in the Washington DC area, three in Jacksonville NC, two in Beaufort SC, and nine in Japan. Interested firms should submit a brief statement, not to exceed 6 typewritten pages, describing their knowledge, experience, and capability to provide scheduled and emergency maintenance services within four (4) hours of notification by the Government, 24 hours per day, seven days a week. Personnel involved must be of US citizenship, and must be eligible to acquire and maintain a SECRET clearance. Responses should be submitted to SPAWARSYSCEN, Charleston, Code 1117MB, P. O. Responses must also include the following: (1) name and address of firm, (2) size of business: average annual revenue for past 3 years and number of employees, (3) ownership: Large, Small, HUBZone, Small Disadvantaged, 8(a), and/or Woman-Owned; (4) number of years in business; (5) two points of contact: name, title, phone, fax and e-mail; (6) DUNS Number and CAGE Code (if available); (7) a list of customers covering the past 5 years: highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer reference, and customer point of contact with phone number and (8) Specific knowledge, experience and capability in fiber optic cabling, connectorization, splicing, and communication devices, computer hardware (modems, video cards, device drivers, communication ports, etc.) and software (Windows 95/98, NT Workstation, NT Server, OS/2 Workstation, OS/2 Server, Networking Protocol TCP/IP, etc.). Further, knowledge, experience and capabilities in Closed Circuit Television cameras, video recorders, and video switchers as well as computer networking architecture and equipment, Radio frequency (RF) data and voice transmission systems (microwave and Spread Spectrum technologies), multiplexers, and standard computer protocols (RS-232, RS-485, RS-422) shall be included. Lastly, interested firms shall demonstrate knowledge, experience and capabilities in commercial alarm reporting systems, specifically, Ultraks' SAFEnet, CardKey's Pegasys, and Lenel's On Guard architecture, hardware and software.
