Kegler, Purchasing Agent, Services Section II, Mailstop K69, (770) 488-2639 The Centers for Disease Control and Prevention (CDC) intends to negotiate with and award a contract to The Toxicology Group, a Division of NSF International, Ann Arbor, MI. The award will be made on a sole source basis for professional services for the vendor to provide an analysis of published data and a description of the hazard and dose-response characteristics revealed by the data set on iodine toxicity. Based on the collected data, CDC will prepare a hazard identification and dose response assessment for iodine including identification of potential sensitive or susceptible populations. The documentation provided by the vender will be used to develop a guideline on Hazard Identification and Dose Response and a health advisory for iodine that will be available to public health agencies and others faced with situations requiring emergency disinfection of drinking water. The vendor shall have an extensive background and experience with water purification. The vendor must have the following qualifications: 1) access to relevant published and unpublished information on the toxicologic, physiological, and pathological effects of iodine in humans and animals; 2) extensive knowledge of water purification through filtration, additives, and other methods; 3) broad experience in toxicology, assessment of toxic substances, water treatment devices, and health; 4) previous experience and demonstrated expertise in the relation to point-of-use water purification, safety, and health outcomes; and 5) competency in analytic methods. This requirement falls under SIC code 8733. Other that full and open competition is authorized pursuant to 41 U.S.C. 253(c)(1),FAR 6.302-1. Qualified vendors have 15 days from date of this synopsis to submit a capability statement delineating their ability to provide these services. Such qualifications will be used solely for the purpose of determinating whether or not to conduct this procurement on a full and open competition basis.
