Visibility Transport Ccommission finished its work, the Western
Regional Air Partnership (WRAP) evolved. The stated purpose of the WRAP
is to carry forward with the recommendations of the GCVTC Report (the
scope of the WRAP has since broadened to encompass other western air
quality issues). The Market Trading Forum (MTF), a subgroup within
WRAP, was tasked with the development of a market based program
responsive to the GCVTC recommendations. This group has been meeting
regularly for several years to develop the recommended framework for a
relatively robust market-trading system. This system may need future
enhancements as a result of the work proposed here and/or as a result
of public comment. The main questions to be addressed by respondents to
this RFP are: 1) what will be the economic impacts of implementing the
Regional Haze Regulations through conventional command and control
methods including control of all "BART eligible" sources in the region
in comparison to; 2) what would be the economic impacts of
implementing a regional SO2 emissions cap with a backstop
market-trading program as currently provided for in the Regional Haze
