(202)353-8348 This is a combined synopsis/solicitation; a separate
written solicitation document will not be issued. Request for Quotation
(RFQ) Number MS-00-BSAF is prepared in accordance with the format under
Federal Acquisition Regulation (FAR) Part 12, Acquisition for
Commercial Items, Subpart 12.6, and Part 13, Simplified Acquisition
Procedures, and as supplemented with additional information included in
this notice. This solicitation document and incorporated provisions and
clauses are those in effect through FAR Circular 97-15. This is a small
business set-aside. The Standard Industrial Code (SIC) is 8111 and the
small business size standard is $5.0 million. Delivery is FOB
Destination to the United States Marshals Service (USMS) Asset
Forfeiture Office, 600 Army Navy Drive, Arlington, VA 22202-4210. It is
the intent of the USMS to award a purchase order for a base year plus
one option year. There are two (2) line items for the base year. BASE
YEAR, Line Item No. 1: Develop a statement of work for title services
to include, title abstracts, title commitments and other title reports
for real properties subject to forfeiture under various federal laws.
Price quoted shall be a a single firm-fixed rate to include all costs
associated to prepare the final statement of work. Line Item 2:
Provide technical expertise in the area of title on a case-by case
basis to include: a) Resolution of complex title issues; b)
Interpretation of title issues; c) Analyze title reports; d)
Recommendations for curing title issues; e) Curative work of title
issues. The estimated quantity is 200 hours. The total price for this
line item is the hourly rate times 200 hours. There is one (1) line
item for Option Year One. OPTION YEAR ONE, Line Item 1: Provide
technical expertise in the area of title on a case-by-case basis to
include: a) Resolution of complex title issues; b) Interpretation of
title issues; c) Analyze title reports; d) Recommendations for curing
title issues; e) Curative work of title issues. The estimated quantity
is 225 hours. The total price for this line item is the hourly rate
times 225 hours. Quantities are estimates for evaluation purposes only
and will vary according to the operational requirements of the USMS.
Award will be made by determining which quote conforms to the
solicitation, is judged to be in the best interests of the government
and presents the best value in terms of price and past performance.
Considering past performance more important than price, the government
reserves the right to award to other than the quote with the lowest
prices. Evaluation criteria is as follows: (1) Price -- Quotes will be
evaluated for price reasonableness. Price reasonableness is a
comparison of the proposed price with prices proposed by other quoters,
the government's estimate and current market prices. (2) Past
Performance -- The quoter is required to provide at least two (2)
references (name of individual or company, address, point of contact
and telephone number) for which similar work has been performed..
Evaluation ofpast performance will be based on customer satisfaction,
timely delivery, and quality of service. Quotes that do not meet the
government's requirements or conditions, or take exception to
government requirements, terms or conditions will not be considered.
The following provisions and clauses shall apply to this solicitation
and are hereby incorporated by reference: FAR 52.212-1, Instructions to

applicable to this solicitation and any resultant contract: 52.222-26,
