previously posted announcement of 3/20/2000, Record Number:
2557PRR0006. The purpose of the modification is to include
subcontracting information. The United States Agency for International
Development (USAID), Bureau for Global Programs, Center for
Population, Health and Nutrition (PHN Center) seeks an organization to
provide worldwide health commodity logistics support to the PHN
sector. The efforts are intended to improve the availability of health
commodities including essential pharmaceuticals, contraceptives,
vaccines, and other essential drugs at service delivery points (SDPs).
Work within the contract (called DELIVER) will have the following four
characteristics: First, DELIVER will provide to the field, basic family
planning and health logistics assistance focused on the delivery of
commodities to SDPs. This assistance includes capacity-building in
forecasting, procurement, distribution, management, information
systems, and other functions. Second, DELIVER will offer a broad
capacity for technical assistance to improve distribution of
contraceptives and other health commodities in integrated health
commodity environments, decentralized systems, and systems in which
private sector providers have a significant role. Third, DELIVER will
provide support for resource mobilization and the coordination of
available resources for commodities and logistics at the donor, lender,
and country levels. In particular, this assistance is intended to
address issues of contraceptive security. Finally, DELIVER will
continue to offer Missions assistance in preparing annual contraceptive
procurement tables (CPTs) and support USAID/W management of the Central
Contraceptive Procurement (CCP) project as well as CCP's management
information system and database. USAID anticipates the award of a five
year $85,000,000.00 Fixed Level of Effort, Cost Plus Award Fee
Contract. This award will be based on a full and open competition.
Offerors shall agree to award at least 15% of the value of the contract
awarded to U.S. Small Businesses, Small Disadvantaged Businesses,
Women-Owned Businesses, and HUBZone Small Businesses. The Request for
Proposal (RFP), when issued, will provide the final information on the
closing date. USAID intends to release the RFP on or about March 28,
2000. The preferred method of distribution of USAID procurement
information is via the Internet or by request of a solicitation on a
3.5" floppy disk (WORD format). This CBD notice can be viewed and
downloaded using the Agency Web Site. The RFP, once issued, can be
downloaded from the Agency Web Site. The Worldwide Web address is
