DACA87) The U.S. Army Engineering and Support Center, Huntsville,
Alabama intends IAW FAR 6.302 to make a sole source award to Florida
Keys Community College to provide all services, personnel, facilities,
materials, equipment, supplies and travel necessary to update and
present a course of instruction entitled Diving Refresher. Course dates
are 11-20 April 2000, 10-19 April 2001, and 9-18 April 2002. This is
not a formal solicitation. The synopsis of intent is to make a sole
source award and is not a request for quotes. Contractors who can
provide the U.S. Army Engineering and Support Center with the above
services are invited to submit in writing an affirmative response which
includes, as a minimum, the proposed credentials and qualifications,
any applicable pricing data and any additional information indicating
a bona fide ability to meet this specific requirement. Courses shall be
taught at the contractor's facility. Purpose of the Refresher course is
to update US Army Corps of Engineers divers and diving supervisors that
are assigned underwater responsibilities, with current,
state-of-the-art knowledge, techniques, and methods to safely perform
underwater tasks, and effectively manage diving accidents. This course
is intended to re-certify divers and supervisors. It shall also
qualify certified divers as supervisors. This sole source has unique
capabilities. The contractor shall provide a minimum of four (4)
instructors. Instructors must be qualified by education and experience
in one or more aspects of SCUBA and SAS diving, search and recovery,
accident management, diving supervision, and diving medicine. As a
team, they must be qualified to cover all technical areas. Contractor
shall provide instructors who are qualified by education and experience
in the professional disciplines to which the subject matter relates.
Each instructor shall have instructed at least 100 hours per year for
at least three of the past five years in a recognized and organized
course of instruction in SCUBA and/or SAS diving, to include education
and experience in accident management, diving supervision, and diving
medicine. Total experience of all instructors shall encompass all
areas of experience requirements cited in the Statement of Work. Each
instruction shall have a minimum of ten years experience in work diving
safety. All responsible sources may respond to this synopsis, and all
such responses will be considered by the agency. The Standard
Industrial Code applicable to this acquisition is 8299. The following
information should be included with the response: duns number, tax
identification, cage code and must be registered in the Central
Contractor Registration (CCR). Responses should be faxed to Ms. Tonju
