This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quote are being requested and a written solicitation will not be issued. Solicitation N61339-00-Q-081R is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-15. This solicitation is not a small business set aside. The SIC Code for this solicitation is 8299 with a size standard of $5.0M.The following is required: Chief Naval Education and Training (CNET), Training Assessment Division (TR) has tasked the Naval Air Warfare Center Training Systems Division(NAWCTSD) to provide for local alternative training sources for responsive, quality training to Navy personnel in the Ingleside, TX Fleet Concentration Area (FCA). This effort will be accomplished within the framework of the basic Blanket Purchase Agreement (BPA). The training provided by the BPA Holder will encompass the courses identified in Table A below. Course descriptions, purpose, scope, and prerequisites can be found on the Navy "CANTRAC" program on the following internet URL. Click on the search button and type in the Course Identification Number (CIN), click on the hypertext course number, and then browse the location and schedule buttons/areas. A password must be obtained from the Chief of Naval Education and Training (CNET) via the CANTRAC home page prior to being able to access the schedules. http://www2.cnet.navy.mil/cantraccin.nsf/ Or, this information, Attachments A-I, can be made available to offerors through the Local Training Authority (LTA), Commanding Officer, Local Training Authority, Mine Warfare Training Center, 330 Coral Sea Road, Ingleside, Texas 78362-5000,(512) 776-5531, or by contacting this office. The BPA holders will be certified/accredited vendors/ schools. The course may be a Government approved vendor's standard, non-modified course, or a Government furnished course tailored to the vendor's instructional methods and strategies. The product to be purchased under this BPA is a proficiently trained student, meeting the performance and course completion standards as determined by the LTA, and obtaining college credit where possible for instruction received. Original course materials (Government Furnished Information (GFI)) may be provided, but no Government training equipment is expected to be provided under this BPA. Attachments A-I provide general descriptions of equipment needed to support each HPT course. The LTA will provide the BPA Holder with GFI, as required, to support the implementation of the training to be provided under this BPA. The LTA will effect transfer of GFI, consisting of the Standard Processes for Homeport Training and course curriculum -- which includes lesson outlines, instructor guides, student guides, special student handouts, and course tests, after BPA award as required and coordinated between the LTA and BPA Holder. The BPA Holder shall provide the personnel, supervision, management, training equipment and systems, materials, and instructional technology needed to conduct training of Navy and civilian personnel in the courses described in Attachments A-I, and to the specified completion criteria identified within each course's objectives. The BPA holder shall adhere to the class times/lengths allocated for each course. Classes shall be conducted Monday through Friday excluding Government holidays. Class scheduling is based on an eight-hour working day. The LTA may require the BPA holder to train (on occasion) Navy instructor candidates. Similarly, BPA Holder instructors may receive training from Navy instructors for the existing Navy courses or using the BPA Holder course. Navy instructors will not count as a BPA Holder student and may attend or teach a course at any time as directed by the LTA. The LTA reserves the right to cancel a class at any time for any reason. Table A identifies the class length of each course, in terms of class days, and estimated annual throughput. The appropriate number of class convenings and the class sizes to meet throughput requirements will be determined through negotiation of the vendor's proposal prior to award of a BPA. Class throughput is estimated and may vary from year to year. CPR Certification must be achieved within two months after award of the BPA or as agreed upon between BPA Holder and LTA. The BPA Holder shall provide facilities within the Ingleside FCA for the conduct of training in HPT courses. Facilities shall be located within sixty minutes drive from the MWTC Ingleside. BPA Holder facilities shall be of adequate size/space to conduct the training and shall have acceptable environmental conditions (heat/air) normally found in an academic setting, utilities, and support to ensure undistracted and productive training. Interested vendors address the following "Factors" in your approach to meeting Navy HPT Training requirements. a. Accreditation. Identify your institution's accreditation and how it meets recognized academic or industry standards. Submit a copy of your accreditation/ certification status with this proposal/response. If your accreditation or certification is pending, so state and identify the date anticipated (Note that upon award of/entering into an agreement with the Navy, a copy of your accreditation letter or form must be sent to the Navy's Local Training Authority (LTA)). b. Vendor understanding of the Navy courses. Identify BY CIN and course title the courses in which your institution wishes to provide instruction. Additionally, describe your understanding of the Navy courses you propose to teach and the skills and competency requirements to be attained through each course. c. Class convenings/size. Identify the number of class convenings per year and class size for each course your institution proposes to offer instruction. d. HPT Transition Strategy. Describe your institution's strategy/approach to how it will prepare for and when it can commence training of the courses it proposes to instruct. Identify the number of classes you can instruct in FY00 and out years. Identify the time it will require to be ready to instruct the first class in each course. Identify the necessary instructor qualification schedule/timing and your plan for maintaining interface with the Navy (who/when) to ensure instructor qualifications are met, to verify you are ready to commence training, and to report class status and attendance. e. Vendor Instructor Qualification. Identify if your institution either has on staff or proposes to provide instructors possessing the academic and experience qualifications required to maintain its accreditation or certification status. Describe your partnership approach with the Navy and your strategy of instructor qualification that meets your institution's Governing accreditation standards, the Navy instructor qualification requirements, and prepares the instructors for assuming training of Navy students. Identify your approach for having your instructors receive training in Navy Core values and sexual harassment that meets the guidelines of the LTA Manual for NTT sites. f. HPT Course Curriculum. Identify whether your institution proposes to use the Government Furnished Course(s) or a Navy approved commercial course; that meets the course learning objectives. If your institution's curriculum is proposed for training Navy personnel, identify your approach to obtaining Navy approval of the course. g. Curriculum Changes. Describe your process of how courses will be identified to the Navy for change, and the plan for maintaining concurrency of instruction. h. Academic Credit, license, Certificate. Identify the college credit that will be offered to Navy students for each course proposed and to what type degree such credit may be applied. Identify the basic formula by which the number of credit hours will be applied for lecture versus laboratory classes. If no college credit is offered, identify the type of license or certification your institution can provide a student completing the course of instruction. i. Vendor Facilities. Identify your institution's proposed facilities with adequate size, environmental atmosphere, support, and equipment for conducting instruction of the courses it proposes to teach. Also identify the distance of your facility as being within 60 minutes or less drive during rush hour traffic from the LTA office. j. Cost and escalation. (1) Identify the cost per student per class for each GDT course you wish to instruct (or total class cost in instances where you provide a class at a total cost vice by student). Cost is to include all tuition, fees, labs, materials, and such. Identify course materials, kits, books, and such separately from the tuition and lab fees. Identify any costing strategy such as your breakeven point that must be charged for low class size and what the charge would be above that breakeven point. During the review process, further breakdown of costs may by necessary. Consider that no Government equipment will be furnished, even if Government classroom facilities are provided. Also, the BPA holder will provide all instructional materials required beyond any government furnished initial copies of lesson outlines, course objectives, instructor and student guides, and special handouts. (2)Identify your projected cost escalation over five years from year 2000 through 2004. Identify what the class cost would be each year for each course being proposed. k. Past Performance. Provide examples of past/present experience in training military personnel. Provide copy of any special recognition or letters of appreciation for such training. Provide copy of any news articles that recognize your institution's excellent performance in the area you wish to provide training, or any other indicator of past performance. 3. Indicate if your institution accepts credit cards for course payment. 4.Provide complete institution ame/address/ point of contact/phone.The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-2- the following evaluation factors apply: technical capability and past performance when combined are of equal importance to price in determining the best value to the Government. Past performance is less important than technical. Technical factors are college credit, technical competence, instructor capabilities, ability to stay current and facilities, in descending order.
