solicitation is now lifted. Parties that currently have the
solicitation package, please note that the solicitation that you
originally received is still valid and will be amended on or about
April 13, 2000, to reflect any changes. You will automatically receive
a copy of a the amendment. The solicitation number will be changed in
the amendment to reflect current guidelines. Any interested parties
that currently do not have a solicitation package may request one at
this time. Estimated price range of the work is between $1,000,000 and
$5,000,000. A copy of the solicitation will provided upon receipt of
a $24.00 non-refundable charge. The principal components of the work to
be performed under these specifications include the following:
earthwork for the construction of the working surface; excavation for
the toe drain; excavation to expose the outlet works conduit;
installing approximately 1,980 wick drains; constructing approximately
1,115 stone columns; furnishing and installing toe drain pipe,
inspection wells, cleanouts, discharge pipe and weir box; furnishing
and placing filter, drain, geotextile and miscellaneous backfill
materials; restoring the dam crest. Acquisition of these services will
be accomplished using the Two-Step Sealed Bidding procedure. In the
first step, offerors will submit technical proposals which include a
technical plan for construction (specifically addressing bottom feed
stone column and wick drain construction), descriptions of equipment,
and experience for work such as that specified. The technical proposal
shall not include prices or pricing information. In the second step,
only bids based upon technical proposals determined to be acceptable,
either initially or as a result of discussions, will be considered for
award, and each bid in the second step must be based on the bidder's
own technical proposal. Offeror's should submit proposals that are
acceptable without additional explanation or information as the
Government may make a final determination regarding a proposal's
acceptability solely on the basis of the proposal as submitted and may
proceed without requesting further information from any offeror;
however, the Government may request additional information from
offerors of proposals that it considers reasonably susceptible of being
made acceptable, and may discuss proposals with their offerors.
Multiple technical proposals may be submitted. A notice of
unacceptability will be forwarded to unsuccessful offerors upon
completion of the proposal evaluation and final determination of
unacceptability. The anticipated period of performance for this work is
August 2000 through June 2001 and requires multiple stone column
machines working with some winter season construction and government
confirmation testing; however this period is not binding on the
Government and the actual performance requirements will be detailed in
step two. The request for proposal for step one of this requirement is
available now and the amendment will be issued approximately April 13,
