materials, supplies, equipment, transportation and perform labor to
rehab carpenter shop at USCG Marine Safety Office (MSO), Valdez,
Alaska. Work includes, but is not limited to the following: earthwork
for approximately 70 lf of strip footing/foundation wall and 420 sf of
slab-on-grade to be added to the existing 1800 gross sf building;
selective building demolition including doors, columns, beams, stud
walls, gypsum wall board, insulation, sheathing, trim and roofing;
installation of approximately 360 sf of new sidewalk; modification
and/or installation of new walls, tubular steel columns, glulam beams,
sheathing, metal-plate-connected wood trusses, traffic barriers and
shelving and replacement of approximately 100 feet of sill plate at top
of foundation wall; installation of new building wrap; installation of
new vinyl siding and vented soffit; installation of new building sign;
installation of new roofing underlayments, steel standing seam metal
roofing and trim; salvage two existing doors, installation of 5 new
metal doors and installation of 2 new sectional overhead doors;
installation of 3 new steel frame, double-pane windows; installation of
new gypsum board ceilings and walls and appropriate fire barrier and
new paint; installation of a prefabricated modular woven wire security
partition; provide new shop furnishings to include work bench,
wall-mounted shop desk, trash binds, rag bin, clamp rack and
flammable/paint storage lockers; installation of new fire extinguishers
and cabinets; installation of new central vacuum dust collection system
with galvanized ducting; provide connections to shop equipment and 2
floor sweeps; clean existing in-slab HVAC ducting; install
approximately 130 ft of new buried conduit and electrical feeder to
building; demolish existing building electrical system on the load side
of the service entrance; relocate service entrance and install new
building service entrance equipment; install new conduits, conductor
and wiring devices for approximately 30 new powercircuits; install new
42-pole breaker panel; connect carpentry power tools to new circuits
and test system, and install new exterior incandescent lighting and
exit emergency lighting with battery back-up. The estimated cost range
of this project is between $250,000 and $500,000 dollars. The time for
completion is 150 calendar days from date of award. This procurement is
issued pursuant to the Small Business Competitive Demonstration
Program, Public Law 100-656, as implemented by the OFPP Policy
Directive and Test Plan dated 8/31/89. The Industrial Standard Code is
#1541, and the applicable size standard is $17.0 million dollars in
annual receipts for the past three years. All responsible sources may
submit a bid which shall be considered by the U. S. Coast Guard.
Request for bid documents must be submitted and received by this office
no later than April 11, 2000. This is not a Small Business Set-Aside.

Department of Transportation (DOT), Office of Small Business
Utilization (OSBDU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short term contracts.
This is applicable to any eligible prime or subcontractor at any tier.
The DOT bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80% guarantee of the bid bond amount to a surety against
losses. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide for accounts receivable. The
maximum line of credit is $500,000 dollars. For further information
