NASA/JSC plans to issue a Request for Offer (RFO) for the round parachutes, packing services, and limited test support of the recovery system for the X-38/Crew Return Vehicle (CRV). This effort does not include parachute rigging or test article buildup. This procurement is for developing and testing the round parachute configuration for implementation into the final CRV spacecraft design. This effort will also include options to provide a supersonic drogue deployment capability and provide flight hardware for use on the CRV operational spacecraft vehicles. The Government intends to acquire a commercial item using FAR Part 12. The SIC Code and Size Standard are 3769 and 1000, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-15. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about April 4, 2000, with an anticipated offer due date on or about April 21, 2000. An ombudsman has been appointed -- See Internet Note "B".
