The Naval Air Systems Command is seeking sources for a potential P-3 Aircraft Health Monitoring System (AHMS) is to provide integrated aircraft health and usage monitoring which shall reduce total Operations and Support (O&S) costs while enhancing aircraft availability and maintainability. The AHMS would monitor and assess aircraft system health, reduce scheduled and unscheduled maintenance, and increase the reliability and availability of the P-3 aircraft. The AHMS would also monitor critical aircraft system parameters, assess life usage of the aircraft structure and other life-limited components, and identify out-of-limit conditions and/or negative time based trends, in order to minimize O&S costs. Primary aircraft sub-systems to be monitored include structural life usage, environmental control, avionics, propulsion, and electrical power. The AHMS would be employed aboard a Navy P-3 aircraft throughout the aircraft life cycle and should provide an organizational-level automated maintenance diagnostic/prognostic capability that will fully integrate with the current Navy maintenance requirements and management infrastructure. The AHMS functions will be automated wherever possible in order to reduce user workload and minimize data reduction and transfer. This is not a request for proposals, and in no way obligates the government in an award of any contract. This synopsis is for information and planning purposes ONLY and is not to be construed as a commitment by the Government. This RFI is being requested by AIR 4.4.2 in order to determine the availability and capability of current aircraft monitoring technologies and contractors, and recommend a suitable contractor for partnership with PMA-290 in a Commercial Operations and Support Initiative (COSSI) program. The submissions, which are due 10 April 2000, should concentrate on the contractor's ability to fulfill the AHMS and COSSI program requirements and shall not exceed 15 pages in length.
