FAMILY OF MEDIUM TACTICAL VEHICLES (FMTV) LEASE AGREEMENTS In support of the U.S. Army proposed competitive acquisition for the Family of Medium Tactical Vehicle (FMTV) Future Program the U.S. Army Tank-automotive and Armaments Command is providing the opportunity to potential offerors to lease one Medium Tactical Vehicle (MTV 5 ton cargo model M1083A1) for the purpose of supporting the possible submittal of a proposal for the FMTV Future Competitive Solicitation. This lease agreement is available to all interested parties in an effort to afford potential offerors an opportunity to gain technical familiarity with the system, thus aiding in providing credible proposals for the future competition. Interested parties are warned that award of a lease agreement by the Government in no way obligates the Government to carry out a future procurement of the FMTV or any such procurement through competitive acquisition. While the proposed lease agreement is based on the current procurement strategy, the Government reserves the right to alter, amend, or cancel its current planning without notice to the public. By entering into this lease agreement, participants agree that no obligation on the part of the Government is thereby created regarding any future acquisitions. Additionally, participation in a lease agreement by any contractor is not a prerequisite to future participation and is not a requirement for the FMTV Future Program. To participate in a lease agreement, the contractor must contact the designated POCs for the Tank-automotive and Armanments Command who will then provide the necessary forms, sample lease agreement and instructions in order to process this request. Requests for the instructions to process a lease agreement must be received within two weeks of the date of this publication. Contractors will be asked to submit a letter of justification for said lease, which will include documentation of prior experience in the manufacturing of like vehicles. A non-refundable administrative fee of $300.00 will be required in addition to a twelve month lease fee of $16,825.00, which will commence at the time of lease approval and will expire twelve months thereafter. The vehicle will be located in Sealy, Texas and transportation costs to and from the plant in Sealy are the responsibility of the lessee. Title to and ownership of the vehicle shall remain with the Government at all times. Under the lease agreement, contractors will be responsible for maintenance of the vehicle in accordance with defined maintenance schedules, the return of the vehicle to the Government in new condition (fair wear and tear excepted), and conduct of a Road Test if the vehicle has been disassembled. Each contractor will obtain repair parts directly from the vehicle manufacturer/appropriate component vendor. There shall be a mileage limitation of 1,000 miles for the vehicle while it is in possession of the contractor. Proof of Insurance and/or a Surety Bond is required (the contractor may request a waiver of the Surety Bond with justification). An export license must be provided if the vehicle is going to be exported to a foreign country. All lease agreements are in accordance with 10 USC 2667 and Army Regulation 700-131, and are subject to Department of the Army approval. An "Industry Day" will be held at the Van Dyke Park Hotel, in Warren, Michigan on approximately May 10, 2000 at 9am to brief the interested parties as to the schedule of events for the proposed FMTV Future Program.
