synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation No. N65236-00-R-5067 is
issued as an RFP. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-15. This is a sole source procurement for the Harris Constellation
Radio equipment manufactured by Harris Microwave Communications,
Redwood Shores, CA. Note 22 applies. This equipment is in support of
the Puerto Rico Area Wideband System and Defense Information System
Network (PRAWS/DISN) that is being expanded to various sites on the
island of Puerto Rico. Harris Microwave Communications is the only
known manufacturer of the equipment that meets the compatibility
requirements on the existing system. The required equipment items are:
Twenty (20) each Constellation .7 GHz Radio, Terminal, MHSB (Tx/RX)
configuration, standard power, 10 MHz RF capacity, protected mux, 28
DSI equipped for 16 DSI, balanced impedance, CPR-112G flange; Twenty
(20) each Constellation Orderwire cards; Twenty (20) each constellation
keypads; One (1) each Constellation Spares Kits; Twenty (20) each DSX-1
X-Connect 56 Ckt; Twenty (20) each Constellation Orderwire Handsets:
Twelve (12) each 7 ft. relay rack, 19 in. mounting, aluminum finish,
fuse panel equipped- 48 VDc; Eight (8) each Waveguide Kit for
connection of second radio to top of rack . The required delivery date
for all equipment is on or before 14 APRIL 2000. Shipping instructions
for all items are FOB DESTINATION. Inspection is at Origin. Provision
FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to
this acquisition. Award will be made to the responsible, responsive
company whose offer is technically acceptable, lowest price. Offer must
include a completed copy of provision FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, and DFARS
252.212-7000, Offeror Certifications and Representations. Clause FAR
52.212.4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition; including the following FAR clauses: 52.203-6 (Alt
I), 52.203-10, 52.217-5, 52.217-7, 52.217-9, 52.219-8, 52.219-4,
52.222-35, 52.222-36, and 52.222-37. Clause DFARS 252.212-7001,
Contract Terms and Conditions Required to Implement Statutes and
Executive Orders Applicable to Defense Acquisitions of Commercial
Items, applies to this acquisition; including the following DFARS
clauses: 252.225-7012, 252.233-7000, and 252.247-7024. Any additional
contract requirements or terms and conditions determined by the
Contracting Officer to be necessary for this acquisition and consistent
with customary commercial practices will be incorporated. Responses are
