This is a combined synopsis/solicitation prepared in accordance with FAR Part 13. No RFQ will be prepared or made available for distribution; award will be made based on responsive, responsible, technically acceptable low bids. Uniterruptible Power System (UPS), Quantity 1 each. Technical Specifications: This purchase request is for a new Three Phase Uninterruptible Power System (UPS) to replace an existing Emerson/Liebert system. The UPS distributes conditioned power to our Software Development Laboratories. The critical load is powered by an inverter, which obtains its power from a battery backup system in the event of a utility power outage. This system is required to provide reliable power distribution 24 hours a day, 365 days a year. The new unit shall be compatible with the existing site infrastructure. The minimum specifications for this unit are as follows: 1. System Description: 225kVA / 180kW, 60 Hz, Liebert Series 600T Three Phase Uninterruptible Power Supply (UPS). Input Voltage, -- 480 VAC, 3 Phase, 3 Wire plus ground. Output Voltage -- 480 VAC, 3 Phase, 3 Wire plus ground. >= 94 % efficiency at 480 VAC input to 480 VAC output, calculated as output kW divided by input kW with a .8 P.F. 120kW load, with standard factory settings to deliver full catalogued performance including optimal output voltage THD. ETL listed per UL Standard 1778 Uninterruptible Power Supplies and CSA Certified. UL backfeed protection shall not require interfaces to any external equipment. Seismic mounted components. NEMA Type I enclosures. Operate as an on-line reverse transfer system in modes (Normal, Emergency, Recharge, Bypass, and Off-Battery). All bussbars, wiring and transformers shall be made of copper. Redundant cooling fans. Redundant integrated logic circuitry. Redundant logic power supplies. Programmable Two-layer circuitry limiting input current. Programmable Two-layer circuitry limiting battery charge current. Internal input thermal magnetic circuit breaker. Internal output thermal magnetic circuit breaker. Internal Bypass thermal magnetic circuit breaker. Internal Maintenance Bypass. Dual Input (rectifier and bypass feed) Automatic Equalize Charge Timer. Local Emergency Power Off (EPO) with provisions for a remote E.P.O. Inverter shall be a pulse-width-modulated 6-step design utilizing IGBT's. Microprocessor based monitoring with large 4" x 6" LCD display (English). Remote status panel interface compatible with existing remote display and wiring. Event History File to maintain a history of alarm conditions accessible by customer. Supplier shall provide with bid, empirical reliability documentation to support quoted MTBF calculations with manufacturer's last 7 years of installed UPS systems of this size and rating. 2. Battery Power Pack System: VRLA Battery Pack System providing 15 minutes under full load operation designed and sized for 10-year life values. System shall be future expandable by including paralleling buss and control wiring in base cabinet. The battery cells and disconnect breaker shall be installed and housed in a NEMA Type I enclosures, matching the UPS style and design, that attaches to the UPS module to form an integral system Circuit breaker on each cabinet for maintenance isolation. Battery Cycle Monitor (BCM) to document the cycle service of the batteries. BCM shall be approved by the battery manufacturer to validate and substantiate warranty. Battery overcharge protection by temperature compensated charging by the UPS. 3. Accessories: Input filter with 7% Input Reflected Total Harmonic Distortion (THD) at full output load. External Maintenance Bypass Compatible with existing electrical infrastructure. Remote Alarm Summary Panel -- Mimic UPS Audible and Visual status indicators with LED test function. 4. Warranty and Service: 1 year from initial startup against defects in workmanship and materials. All remedial service shall include parts, labor and travel expenses and be provided by UPS manufacturer's factory employed technicians. Emergency 4-hour on site response time during bothnormal working hours and off-hours. 5. Installation of the UPS to include: Mandatory pre-bid inspection of the installation space to ensure compatibility. Bid documents shall provide single lines including UPS datasheets complete with MTBF reliability documentation, one copy of installation operation and maintenance manual and warranty documents. Startup and training to be provided UPS manufacturer's factory technicians. Install Maintenance Bypass. De-install, remove and dispose of existing UPS, batteries and remote alarm panel. Remove unused power/battery wiring conduit, racks and battery breaker box. Install new UPS. Provide and Connect input and output feeders to required existing or new distribution. Install and attach battery cabinets with all required wiring and interfaces. Connect controls and alarms. Install and connect the Remote Alarm Summary Panel in room 117 (PGC). Maintain space habitability. Work to start on a SSC SD off-Friday and be operational within twenty-four hours. 6. Additional Task: Convert an existing 75 kVA Power Distribution Unit (PDU) currently on street Power, to an existing Distribution Panel that contains an unused 150 amp circuit breaker. Competitive awards may be based on the evaluation criteria stipulated in the Red, Yellow, Green (RYG) Contractor Evaluation System. The evaulation criteria is avaiable upon request.
