The National Oceanic and Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with Codar Ocean Sensors (COS), 1000 Freemont Ave., Suite K, Los Altos, CA 94024 to acquire modifications to an existing high frequency (HF) ocean surface current measuring radar system. The existing system was manufactured by COS and operates in the 12-14 MHz band. The following are the Government=92s minimum technical specifications, but are not limited to, modifications to a COS SeaSonde radar system including antenna, receiver, transmitter and software which will allow operation in the 4-6 MHz band. Software modifications shall allow real-time analysis of the radio frequency spectrum in order to determine the optimal operational frequency in the 4-6 MHz band. Additionally, software modifications shall allow surface current velocity resolution equivalent to the existing COS SeaSondes. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. No award will be made on the basis of requests in response to this notice.
