synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; offers are being
requested and a written solicitation will not be issued. This
solicitation number is DAHA20-00-T-0008, and is issued as a Request for
Quotation (RFQ). The RFQ incorporates provisions and clauses as those
in effect through Federal Acquisition Circular Number 97-15 and Defense
Acquisition Circular Number 20000210 Edition. This solicitation is 100%
set-aside for small business. The standard industrial classification
code is 2099 with small business standard of 500 employees or less.
Description of commodity: Breakfast Packs and Lunch Packs for the
period of 1 May 2000 through 30 September 2000. Offer to be firm
fixed-price on the following items: Line Item 0001: Breakfast meal kits
to include, but not limited to, thefollowing items: 1) Ham & Cheese
Croissant, 3.75oz.; 2) Bagel, 3.7oz.; 3) Fruit Grain Bar, 1.3oz.; 4)
Cereal (variety), .75oz.; 5) Fruit Cup (applesauce, mixed fruit, etc.),
4.0oz.; 6) Jam and/or Jelly, 0.5oz.; 7) Plastic service ware (fork,
spoon and knife); 8) Napkin and Wet Wipe; Quantity 10,000 Breakfast
kits. Line Item 0002: Lunch meal kits to include, but not limited to,
the following items: 1) Two (2) meat and cheese sandwiches per pack
using either white or wheat 6 inch hoagie buns. The following types of
meat products are requested: a) Chicken; b) Ham; c)Turkey; d) Club
(ham and turkey). Meat and poultry products will be at least 5.0oz. per
sandwich. Cheese will be at least 1.0oz. slice per sandwich with Swiss
or American as the cheese of choice. 2) Chips or similar product (corn
chips, etc.), 1.0oz.; 3) Dessert (cookie, pudding) state size; 4)
Mustard, Catsup or Salad Dressing as appropriate for the sandwich
prepared; 5) Plastic service ware (fork, spoon and knife); 6) Napkin
and Wet Wipe; Quantity 10,000 Lunch kits. Above quantities are
estimates only. Actual useage could be as low as 50% of request. Food
shall be obtained from sources that comply with military requirement
(para 2-3 AR 40-657) and the FDA Food Code, 1997 & 1999. All food
establishments and distributors are subject to the sanitary approval
and surveillance considered necessary by the Armed Forces. Hazard
Analysis and Critical Control Point (HACCP) plans are not mandatory but

Commercial Items (Deviation); 252.217-7019 Alt I, Sanitary Conditions
Alternate I; 252.225.7000, Buy American Act-Balance of Payments Program
Certificate; 252.225-7001, Buy American Act-Balance of Payments. Copy
of provisions and clauses are available on the Internet at
http://farsite.hill.af.mil. Qualifying offers will meet the stated
specifications and be accompanied by completed provisions 52.212-3 and
252.225-7000. The following must also be included: 1) Product
specifications for the commodity being offered including fat content;
2) Three customer references with business name, point of contact and
telephone number; 3) Name, Address, P.O.C. and telephone number of
manufacturer of meat and cheese. Manufacturer of meat must be listed in
the U.S. Department of Agriculture (USDA) "Meat & Poultry Inspection
Directory". A sample of each variety (type of meat) must be provided,
at no cost to the government, to: Logistical Support Center (TISA),

MI 49739. Multiple awards may result from this solicitation. Awardee
(s) must comply with all federal, state, and local laws concerning the
processing, handling and transporting of subsistence. Successful
offeror (s) must: 1) Be able to respond with deliveries to orders with
a 24 hour lead time; 2) Make deliveries around 7:00 A.M. to Bldg. 560,
Camp Grayling, Grayling, MI. Multiple deliveries are required; 3)
Provide own off-loading equipment; 4) Provide immediate notification of
non-stock items (not wait until time of physical delivery); 5) Must be
capable of receiving payment via Electronic Funds Transfer (EFT); 6)
Must be registered with Central Contracting Registry (CCR)

change. The Government reserves the right to reject any delivery that
does not meet specifications and is not of usable quality. The
Government will award a contract resulting from this solicitation to
the responsible offerer (s) whose offer conforms to the solicitation
