A -- RDTE/ ELEC & COMM EQUIPMENT -- APPLIED RESEARCH SOL N66001-00-Q-A161 DUE 041000 POC Purchasing Agent, Melissa Dolan (619) 553-6336, Contracting Officer, SYlvia Proffit (619) 553-3292 This is a combined synopsis/solicitation prepared in accordance with FAR Part 13. NoRFQ will be prepared or made available for distribution. The government intends to award, on a Sole Source basis, an order to Psypher, Inc. for the following task: Scope: The scope of this task includes the digital processing of measured data, generation of operational/design/performance mathematical models and associated computer algorithms, simulation and performance verification of mathematical models and algorithms, writing of feasibility proposal, specifications, reports, and briefings. Requirements: The following tasks are required under this SOW. Tasks: Task 1: Process Brass Model Data. Determine mathematical models of estimators and performance as a basis for processing the brass model data. From the mathematical models, generate processing algorithms and process the brass model data. Verify that the performance of the processed data is comparable to the performance models. The processing should determine if (1)multi-channel, blind channel identification is capable of determining the jammer waveform and the effects of shipboard multi-path and (2) interference excision and target estimation system equations will function as predicted. Task 2: Design of RF Excision Filter System (ARFS). From brass board data, generate a state space (using a canonical form) mathematical model of an ARFS. The model should be based upon poles and zeros in the s-plane. From this, convert the s-plane model to a band-limited, sample data model in the z-domain. By using the z-domain ARFS, simulate (1) the excision action of co-site interference and (2) detection action on target. Expand the s-plane mathematical model to the use of loss-less inductors, capacitors, and variable transformers. Optimize component values using tensor representations and genetic algorithms. Create a z-domain sample data model and simulate the excision and detection action. Task 3: Design and simulation of HTS filter control system. Create a digital controller and performance model for adjusting the adaptable coefficients within the ARFS. Determine reasonable observability points within the ARFS. Use the z-domain models developed within task 2 to simulate the system and verify performance. Measure the controller transient based upon two close but different sets of brass model data. Verify the transient meets the performance model. Task 4: DARPA HTS Feasibility Proposal. In collaboration with Lincoln Laboratories, generate a proposal and specification for an ADM version of an ARFS. The ADM will be equivalent to a system for two antenna channels, with two frequency channels each. Within each frequency channel there will be up to five delay and complex coefficient elements. Government Furnished Property/Material: Brass board data. Travel: Two 2-day trips and one 1-day trip from Boston to San Diego. Other: Security: Unclassified. Place of performance: Psypher, Inc. Inspection and Acceptance: All deliverables shall be delivered to SSC-SD for inspection by the government technical coordinator and acceptance by the Contracting Officer's Representative (COR). Technical Coordinators: Cam Tran SSC-SD Code D73H (619) 553-2524, Ralph Hunt SSC-SD Code D73B, (619) 553-7702.Facsimile quotations (for this bridge only) may be sent to (619) 553-1062. Questions may be directed to Melissa Dolan (619) 553-6336, email: dolanm@spawar.navy.mil. Note 22 applies, however, all offers received within 15 days (in lieu of 45 days) after date of publication of this synopsis will be considered by the government. See numbered notes from any Monday edition of the CBD. The applicable Standard Industrial Classification Code and Size Standard is: 8731/500 employees.
