The I2WD is gathering information on any/all technologies that are relative to the Joint Intelligence, Surveillance and Reconnaissance (JISR) Advanced Concept Technology Demonstration (ACTD). All information gathered will be used by the JISR System Engineering Team to assist in the planning, development, and initial implementation of a Technical Architecture. Background: The Services have an urgent need to share in a timely manner, Intelligence, Surveillance and Reconnaissance (ISR) "Common Picture" information. In today's environment, operational and tactical levels do not share a "Common Picture". Sensor integration and synchronization are slow, difficult to exploit and manpower intensive. Traditional stove-piped ISR and Command and Control (C2) Systems, Databases and Processors are not interoperable and ISR visualization is not adequate. The JISR ACTD goal is to address these deficiencies by bridging the gap between tactical and operational levels, assure timely and user friendly ISR information, provide a shared tactical picture and a tailorable visualization of the Battlespace, in a DII-COE Level 6 and JTA compliant system. Responses: I2WD is seeking detailed technical, cost and availability information relative to; 1) Meta data, 2) Intelligent Agents, 3) Information Agents, 4) centralized and de-centralized data bases, data mining, mediation, and correlation techniques. 5) visualization (2D &3D), 6) Human Computer Interface (natural language, gesture, etc.), 7) Web-Based architecture technologies. Responses may be in any format and any supplementary information should be provided. Brochures, briefings, spec sheets, etc are welcome. The following questions represent specific areas of concern that responses should address. Is your technology hardware, firmware, or software? What are the underlying platform requirements (i.e. memory, operating system) needed to implement the technology. Will the government be able to maintain and model code? Is this technology mature, non-proprietary, available, tested and are you willing to demonstrate it to I2WD personnel at Fort Monmouth New Jersey? Are there any other Federal implementations of your technology? If so, please provide a Point of Contact within the Federal Organization. This office requests that we be advised up-front of any special considerations associated with your product. The JISR ACTD has an associated Security Classification Guide. Your responses should identify experience or lack of in dealing with DOD classified programs/projects, any Facility Clearances, availability of Cleared Personnel, and Foreign Ownership. This RFI does not constitute a commitment on the part of the Government to test, evaluate and/or purchase any systems or services. The Government will not award a contract based upon this RFI. The Government's intent is information gathering only and shall not pay for any information received in response to this RFI. The Government will not necessarily acknowledge receipt of responses nor will any respondents be provided with an evaluation report. All respondents are asked to indicate the type and size of your organization, i.e. Large Business, Small Business, Small Disadvantaged Business, 8(a), Historically Black College or University/Minority Institution (HBCU/MI), other educational institution, non-profit organization, or Government Laboratory.
