virna.evans@fema.gov. The Federal Emergency Management Agency (FEMA)
currently has a requirement for expert technical services for the
review, analysis, and development of FEMA program activities related to
the seismic design of and the prevention of earthquake damage to the
built environment. Under an Intergovernmental Personnel Agreement with
the University of Michigan, Dr. Robert Hanson has provided expert
technical services to FEMA in the area of seismic design and
construction for the past five years. This is not a Request for
Proposal (RFP), but a survey to locate potential sources capable of
performing the above services. The contractor must: (1) demonstrate
academic leadership in the seismic safety field; (2) demonstrate
national and international recognition as an expert in earthquake
engineering; (3) demonstrate experience in working with the National
Earthquake Hazards Reduction Program (NEHRP) and its strategic planning
process; (4) demonstrate practical experience in the development of
applied research products in the area of seismic safety, especially in
the areas of steel moment frame design and construction and
performance-based seismic design; and (5) demonstate experience in
FEMA's post-Northridge earthquake response and recovery. Firms with
these capabilities are invited to submit complete information to the
procuring office identified in this notice. Information shall be
submitted in three (3) copies within 15 days of the date of this
notice. Information furnished shall include: (a) the professional
qualifications of the technical and other appropriate personnel; (b)
company experience related to the proposed project; (c) current
financial statement; and (d) other literature which demonstrates the
capabilities listed above. This synopsis is for information and
planning purposes and the Government will not pay or otherwise
reimburse respondents for information submitted. If the evaluation of
the responses received concludes that none of the responding firms have
the necessary capabilities, then this acquisition will be conduced as
a Sole Source Procurement with Dr. Robert Hanson, and no further
synopsis will be issued. However, if one or more responses received are
determined to have the necessary capabilities, then this acquisition
will be re-synopsized as being available for full and open competition.
