R -- TRADE SHOWS/EXHIBITS AND CONFERENCE AND EVENTS PLANNING SERVICES SOL ED-00-Q-3001 POC James Hairfield, Contract Specialist, 202 708-8529 The U.S. Department of Education's Office of Student Financial Assistance requires contractor support for trade shows/exhibits and conference and events planning services. The Department of Education plans to make multiple awards, a minimum of three, with each assignment being competed among the awardees. At least one of the awards will be to a small business. The statement of work along with attachments will be available on the OCFO Web site at http://ocfo.ed.gov/coninfo.htm under Contracts Information. This is a combined synopsis/solicitation for commercial items (services) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number for this contract action is ED-00-Q-3000. This combined document serves as the synopsis/solicitation and is issued as a Request for Proposal. The solicitation document and incorporated provision and clauses are those in effect in Federal Acquisition Circular 97-3. The associated standard industrial classification code for this acquisition is 7389. Provision 52.212-1, Instructions to Offerors -- Commercial, apples to this acquisition. The addenda to this provision is that the SF 1449 will not be used or accepted. The offeror should submit a detailed Capability statement that certifies that it can meet the requirements of the Government (which will serve as the technical proposal) and a list of references who can verify that the offeror has performed similar work for their organization. Also, a quote, which will serve as the business proposal. The proposal must be signed by an official authorized to bind the organization. The offeror must submit and original and 2 copies of both the technical and business proposal. Provision 52.212-2, Evaluation -- Commercial Item is applicable to this acquisition. The specific evaluation criteria to be included are (i) technical capability of the item offered to meet the Government requirement and (ii) price. The Technical proposal will be evaluated as follows: 1) Standing of the firm in the logistical planning community (30%), 2) Proven success in both Government as well as private sector in providing conference and event planning services (50%), and 3) Credentials of key personnel providing conference and event planning services (20%). The Business proposal will be evaluated on the lowest total estimated cost. An award will be to the offeror who is technically acceptable with the lowest price. Offerors must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certification -- Commercial items with their offer. Provision 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Provision 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
