intends to award a cost-plus award-fee combined with award term type of
contract using Source Selection procedures for efficient and effective
range support at the Air Force Flight Test Center (AFFTC) at Edwards
AFB CA; the Utah Test and Training Range (UTTR) UT; the US Navy's
Electronic Combat Range (ECR) at the Naval Air Warfare Center China
Lake CA; and the Nevada Test and Training Range (NTTR) NV. This
consolidated effort is known as the Joint Range Technical Services
(J-TECH). It is anticipated that following a transition/phase-in
period, the basic period of performance will begin 01 Oct 2001 for a
one-year period. This will be followed by four (4) one-year options.
Using the award-term incentive approach, there will be opportunities to
earn additional option periods not to exceed 15 years total contract
length. This acquisition will be accomplished using a two phased
approach. The range of additional requirements to be released in Phase
II, could be an increase of as much as 40% ofthe total requirement,
depending on funding availability. Due to National Security
considerations, personnel and facility clearances will be required.
This consolidated effort is intended to produce a contract that
provides streamlined Government management and performance based
contracting to achieve a.) Better support for the war fighter, b.)
Reduced Government oversight and increased insight, c.) Operational
efficiencies/synergies, d.) Cost savings. The requirement consists but
is not limited to: 1. Management/administration 2. Operations &
Maintenance/Sustainment including: a) Telemetry Systems, b.)
Telecommunications systems, c.) Signal collection /monitoring/ analysis
d.) Threat systems, e.) Computer systems, f.) Instrumentation systems,
g.) Mission control/coordination, h.) Technical material control, i.)
Data analysis and reports, j.) TSPI and scoring systems, k.) Flight
line support, l.) Ancillary technical support, m) Test/Training
Management, n.) Sustainment Engineering 3. Development Engineering,
Including: a.) Systems engineering, b.) Hardware engineering, c.)
Software engineering. Offerors are expected to have a broad working
knowledge and skills of test and training range environments. For a
