W. Herting!! The Pension Benefit Guaranty Corporation (PBGC) plans to
award a sole source contract to assist PBGC with development and
documentation of internal systems (PRISM, IPS, ACT, CAS, Intranet),
data structures, policies and procedures and supporting ongoing efforts
throughout PBGC and PBGC Field Benefit Administrator offices. In
addition, this work includes continued definition and documentation of
internal PBGC workflow and operations as it relates to internal PBGC
systems and operations. The period of performance for the base year
shall be date of award through September 30, 2000 with four one year
option periods, consisting of not less than one-person half-time, and
not more than one-person full-time effort. The current provider has
capabilities and knowledge gained from performing similar services for
PBGC and provides unique experience in Title IV and the Employee
Retirement Income Security Act (ERISA), Retirement Equity Act (REA),
PBGC policies and procedures, as well as design and integration of PBGC
internal systems. W&A Group's early involvement and past experience in
the requirements definition, design and development of internal
systems on the behalf of the government gives them unique insight into
PBGC'S requirements. This contract will also include follow-up work to
W&A Group efforts as the designer of the specifications for PBGC'S
Field Benefit Administrator offices, Corporate Policy and Research
Department, Office of the General Counsel, Insurance Operations
Department and Office of the Executive Director. Their knowledge of the
workflow and organization of PBGC uniquely qualifies them to perform
this effort. PBGC requires knowledge of our structure, and functional
requirements as well as the systems requirements and specifications
already in place. Other unique capabilities include excellent working
relationships with the other principals involved in these efforts which
expedites work accomplishment. W&A Group is uniquely qualified to
respond to our need for accomplishment of short notice projects without
an undue amount of preparation or assistance from PBGC. The proposed
contract is for supplies or services for which the Government intends
to solicit and negotiate with only one source under the authority of
FAR 6.302-1. Interested persons may identify their interest and
