synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation WILL NOT be issued. The Request for Quotation number is
DTCG89-00-Q-JLC005 and incorporates provisions and clauses in effect
through Federal Acquisition Circular 97-14. This acquisition is
set-aside 100% for small business. The SIC Code is 4111. The small
business sized standard is $5 million annually. This order will be
awarded as a Blanket Purchase Agreement (BPA). The period of
performance will be from the date of award through approximately 30
September 2000. The Government proposes to solicit quotes on the
following: The contractor shall provide all labor, materials, and
supervision necessary for supplying air service to transport Coast
Guard Personnel and Cargo from Ketchikan, AK to Loran Station Shoal
Cove, AK and return three (3) times a week (mon, tues, and fri). Float
plane shall leave Ketchikan at approximately 0900 on Mondays and
Fridays, and at approximately 1300 on Tuesdays. (Monday flights are
optional). All flights are weather dependent. The following services
should be based on the Aircraft type and priced at a per trip cost (one
way and return): C-185, Cessna per trip; DHC-2 Beaver per trip, and a
DHC-3 Otter per trip. Planes must comply with all state, federal, Coast
Guard and any/all applicable licenses and regulations. AWARD: This
purchase will be based on the following criteria: Lowest price for
service that meets or exceeds specifications. CLAUSES: The following
