ANSWERS1. QUESTION: Is this set aside for small business? ANSWER: As
stated in the CBD the solicitation is restricted using SIC 7515 with a
small business standard of $18.5 million.2. QUESTION: We cannot find
the term of this proposed contract -- can you clarify? ANSWER: The
contract will start as soon as possible, the Command would like
delivery 1 April 2000, but I told them I would try to have a contract
in place by 15 April 2000. The contract would run to the end of our
fiscal year (30 September 2000) unless GSA can provide vehicles
sooner.3. QUESTION: What delivery schedule is expected? ANSWER: As
stated above delivery will be as quickly as possible.4. QUESTION: How
many miles per year per vehicle are estimated to be put on the cars
solicited? ANSWER: The Command estimates the monthly usage at 2,000
miles per month.5. QUESTION:The solicitation requires the contractor "
... shall lawfully register all vehicles with the state of Texas and
ensure that all License plates, tags and registration are current. ..."
This is in conflict with FAR 52.208-7, which is included by reference.
Can you clarify? ANSWER:The cars will not operate under federal tags,
the cost of licensing the vehicles can be included in your quote.6.
QUESTION:The notice states " ... (The government will reimburse for
damages to the car caused while in its possession). ..." We do note
that FAR 52-228-8 is not included which cover exactly this situation.
Will FISC SD consider adding FAR 52-228-8? ANSWER:I will add FAR
52.228-8 to the solicitation. 7. QUESTION: The notice indicates to
click here to down load a written RFQ however we have been all over the
web site and cannot determine how to get to the point for downloading
a written RFQ. Can you provide some more guidance? ANSWER:I'm sorry I
gave out bad information as to the location of the RFQ. The RFQ can be
downloaded from http://www.neco.navy.mil under Business
Opportunities.8. QUESTION:With a solicitation notice issued late on
March 20, 2000 and a quote closing time of 3:00 PM PST on March 23,
2000 not much time is afforded to the quoter particularly in light of
open questions. Can the closing date be extended some reasonable period
of time to permit us to get answers and put together a proper quote?
ANSWER:I didn't think there would be any possibilities of small
businesses quoting on the requirement, and the short time frame was an
attempt to check the market and if necessary to dissolve the set aside
to meet the delivery requirement of my customer. I will extend the
closing to NOON (12:00 P.M.) on Monday March 27, 2000. Posted 03/22/00
