FOR THE AFRL TECHNICAL LIBRARY MOVE AT WRIGHT-PATTERSON AFB, OH This
notice announces the Request for Technical Proposals of the Air Force
Research Laboratory (AFRL) for a competitive commercial acquisition for
services to move and merge the book and journal collections of two
libraries in Area B of Wright-Patterson AFB. The Air Force Research
Laboratory (AFRL) Technical Library in building 571 will move to the
Air Force Institute of Technology (AFIT) Academic Library in building
642 and portions of the journal collections from each library will move
to a remote storage site, also in Area B. The following documents have

pre-solicitation notice of this acquisition, the Statement of Objective
was posted for comments. The questions that were submitted and the
answers to those questions are posted below (Draft SOO Q&A). THIS AWARD
WILL BE MADE AS A COMMERCIAL ITEM ACQUISITION IN ACCORDANCE WITH FAR
PART 12 AND WILL BE ISSUED ON A STANDARD FORM 1449 WITH ADDENDA. THIS
PROPOSED PROCUREMENT IS A 100% SMALL BUSINESS SET-ASIDE UNDER SIC CODE
4214, SIZE STANDARD $18.5M. Only companies, including their
affiliates, with average annual receipts of $18,500,000.00 or less
during the last three (3) completed fiscal years are considered small.

Plaisted has been appointed as Ombudsman to hear concerns from
offerors or potential offerors during the proposal development. The
purpose of the Ombudsman is to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. Existence of an Ombudsman does not diminish the authority of
the Program Director or the Contracting Officer. Accordingly, the
Ombudsman does not participate in the preparation of solicitations, the
evaluation of proposals, or the source selection process; and,
therefore, for routine matters on individual solicitations, contact the
contract specialist. When requested, the Ombudsman will maintain strict

Department of Defense (DOD) has determined the Central Contractor
Registration (CCR) to be the Single DOD registration for contractors
