for Repair & Alterations at various Postal Owned & Leased Facilities
in the Harrisburg PA District Counties; Bedford, Berks, Bucks, Carbon,
Clinton, Columbia, Cumberland, Dauphin, Franklin, Fulton, Huntingdon,
Juniata, Lackawanna, Lancaster, Lebanon, Lehigh, Luzerne, Lycoming,
Mifflin, Monroe, Montgomery, Montour, Northampton, Northumberland,
Perry, Pike, Potter, Schuykill, Snyder, Sullivan, Susquehanna, Tioga,
Union, Wayne, Wyoming and York. At the discretion of the Contracting
Officer, one or more contracts may be awarded from this solicitation.
One or more work/task orders will be issued totaling not more than
$250,000 during a one (1) year base period of the contract. There are
four one-year renewal options. The initial limit of $250,000 may be
increased by modification as agreed upon by the contractor and the
Contracting Officer up to the maximum of $3,000,000. Contractors must
have a minimum of three (3) years experience as of the date of issue
ingeneral construction work. Contractors must also possess the
capabilities of working at least three to five jobs at the same time.
Specific Work Order/s will be issued by the Contracting Officer. The
contractor will not be required to perform work under any work order
where the value of work in any one building is less than $500.00.
Offerors will be required to submit one (1)"Multiplier" to be applied
to the various Unit Prices established in the "Unit Price Schedule".
The multiplier must contain the Offeror's overhead, profit, bonds,
insurance and all other contingencies. No allowance for such items will
be made after contract award. The Contractor must provide documentation
along with their proposal, evidencing bonding capabilities; letter from
bonding company or bank, although no bid bond is required to submit an
offer. Solicitation packages will be available on or about March 24th,
at a cost of $75.00 per set, Non-refundable, referencing Solicitation
#232098-00-A-0030. Make checks/money orders payable to: USPS,
Disbursing Officer. Please do not send cash. Offers are due: April 24,
2000 @ 1:00 PM. The address to obtain packages is as follows: USPS,

21044-3509. Personal visits and telephone calls for the purpose of
discussing this project are discouraged. Since this is a negotiated
solicitation, offers will not be publicly opened. The number of offers
received, the identity of the offers, the amount of any one offer, or
relative standing of the offer will not be disclosed to anyone except
those Postal Personnel whose official duties require such information
until award of contract is made. The Postal Service reserves the right
