synopsis and solicitation for commercial items prepared in accordance
with the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Request For Quotation (RFQ) number is
N66604-00-Q-3447. Incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-14. This is 100%
set-aside for small business. SIC Code is 3679; size standard is 500
employees. NUWC Division Newport intends to purchase the following
items: 1,116 each cable assembles built in accordance with NUWCDIVNPT
Drawing #03411003. Each cable shall be 30 feet in length. Required
delivery is as follows: 300 ea. cables no later than 30 APRIL 2000.
Remaining 816ea. cables no later than 30 May 2000. F.O.B. Destination
Naval Station Newport; Newport, RI. Preservation and packaging shall be
sufficient to protect against corrosion, deterioration, and physical
damage during shipment and storage. The materials required to assure
protection are as follows: (1) air cell cushioning, qty 2 ea, size
24inx15in, material PPP-C-795, Class 1 (2) Tape (filament), qty as
required, size 1inche, material -- PPP-T-97, (3) Polyethylene Bag, qty
2 ea, 15inx15in, L-P-378, Type II, Class 1, Grade B (4) Fiberboard
container (regular/slotted), qty 1 ea, sized accordingly, PPP-B-636,
Type CF, Grade V3C, (5) Tape (closure), qty as required, 3 inches,
material -- PPP-T-76, (7) air cell cushioning, qty 1 each, 30inx60in,
PPP-C-795, Class 1. Each connector shall be individually wrapped with
air cell cushioning material (item 1) and secured with tape (item 2).
Each wrapped connector shall be placed in a polyethylene bag (item 3)
which is then secured with tape (item 2). Coil the cable to the maximum
(loosest) diameter and height that shall fit into the box (item 4).
Secure the connectors to the cable with tape (item 2), to avoid
inadvertent movement of the connectors or unraveling of the cable. Wrap
the coiled cable in air cell cushioning material(item 6) to protect the
cable during shipment and place it in the fiberboard container (item
4). Seal the container with tape (item 2). Place label on each of two
adjacent sides of the fiberboard container, in the upper left area. The
label should contain the following information: Federal Stock Number,
Drawing/Part Number, Nomenclature, Quantity, Unit, System, Serial #,
Federal Supply Code, Date of Manufacture. For copies of the drawing,

listed below. FAR 52.212-1 Instructions to Offerors -- Commercial Items
applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation
-- Commercial Items. Evaluation factors are technical capability,
price and past performance. Each is equally important. A completed copy
of FAR 52.212-3 Offeror Representations and Certifications --
Commercial Items must be submitted with quote. FAR 52.212-4,
