The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with BOSCH Aerospace, Inc., for research and development support in airborne testing of the PHILLS sensor system, to include required flight crew and technical support. BOSH Aerospace, Inc., is the only source with an aircraft that has been certified by the Federal Aviation Administration (FAA) specifically for the purpose of Research and Development. This aircraft is a single engine, fixed wing aircraft with an operating speed range of 24 knots to 135 knots. This aircraft is specifically designed for short field operations with heavy payloads, and has both vertical and horizontal sensor mounting ports. This aircraft is fully instrumented and certified by FAA for flight into instrument meteorological conditions, and for night flights. The research aircraft shall fly up to a ceiling of at least 12,000 feet and a top speed of at least 100 knots. For remote sensing data collection, the aircraft must be ableto maintain a level flight at 80 to 90 knots over the altitude range of 5,000 feet to 10,000 feet. The aircraft must accommodate up to 1.5 tons of equipment, sensors, and personnel in a large walk-around cabin with a minimum of 5 feet 10 inches of headroom. The aircraft must provide 2 kW of electrical power, either 12, 28 VDc or 110 VAC with a minimum of five hours of flight endurance between fuel stops.
