Center, Dahlgren Division (NSWCDD) intends to enter into a firm-fixed
price purchase order on a sole-source basis with Mayflower
Communications Company, Inc. of Billerica, MA for analysis modeling and
computer simulation of Mayflower's proprietary GPS-only guidance system
concept. Mayflower Communications Company, Inc. developed the
proprietary GPS-only guidance system concept in response to a Navy
requirement to lower the cost of GPS/IMU systems for projectile
guidance. The Navy is developing alternate low-cost weapon navigation
and guidance concepts that are reliable and affordable for a large
class of weapon systems including both ballistic and glide projectiles.
The traditional guidance system concepts for developmental projectiles
are based on an integrated GPS/INS system. While this approach is
robust and addresses the GPS vulnerability issue, the cost of the
GPS/INS guidance systems is high and for some projectiles more than 50
percent of the cost of the projectile. Mayflower's sole-source task is
the following: The objective is to demonstrate the initial feasibility
of the GPS-only guidance approach. The contractor shall develop a
GPS-only guidance algorithm for a stable non-spinning projectile with
dynamic characteristics similar to ERGM. The guidance control algorithm
may use accelerometer measurements in the feedback control loop. Two
sources of roll attitude information may be used in the development of
the algorithm: (1) roll estimated in the Extended Kalman Filter and
(2) roll estimated directly from multiple antennas using
interferometric processing of carrier phase. The performance penalty
associated with the first approach will be analyzed and evaluated. The
output of this task shall be a technical report documenting the
algorithm and initial indication of performance of the guidance control
algorithm in a simulation environment. The technical report shall be
delivered within three months after award of a purchase order and shall
be delivered FOB Destination to: Naval Surface Warfare Center, Dahlgren
