award a sole source purchase order to Manhattan Scientifics, Inc. for
a Compact Fuel System Demonstrator using an Ultra Lightweight Fuel Cell
System. The integrated system shall weigh less than 425 grams. The
maximum weight of the stack will be 100 grams. The system shall produce
15 watts (rated power) at 8 volts (minimum); produce 30 watts (peak
power) at 6 volts (minimum) on a 9/1 rated to peak duty cycle; maximum
duty cycle length is 300 seconds. System shall be designed to provided
the rated and peak loads to the duty cycle in a temperature range from
0 degrees C to 35degrees C; shall be designed to produce rated power
and peak power from sea level to 2500 meters (minimum) above sea level;
shall operate on non-humidified ambient air; and, shall be designed for
efficient use of hydrogen. All work is to be performed under an
anticipated fixed price purchase order. The period of performance will
be 150 days from date of award. Award will be made IAW Simplified
