Rocket Propulsion Technology V. This announcement is in two parts. Part
2 of 2, PRDA 00-01-PKAE. BASIS OF AWARD: The Government reserves the
right to select for contract award any, all, part or none of the
proposals received in response to this announcement. Multiple awards to
the same topic area are also possible. The selection of the sources for
contract award shall be based upon an integrated best value assessment
considering technical merit and cost/price. A scientific and
engineering evaluation will be conducted on all proposals received. The
purpose of this evaluation is to determine the relative merit of the
technical approach proposed in response to this announcement. This
evaluation shall consider technical aspects and cost as related to
technical effort. The technical evaluation area will be ranked as first
priority in the evaluation. The cost area, while considered
substantial, will be second in priority. The Technical evaluation will
be based on the following criteria: 1. Soundness of offeror's
technical approach with regard to feasibility of the project,
probability of the technology being a viable candidate for
selection/application into an operational system, and understanding the
scope of the technical effort. 2. Relevance of the proposed effort to
the achievement/demonstration of the goals of the Integrated High
Payoff Rocket Propulsion Technology (IHPRPT) program. 3. Capability of
the offeror to successfully accomplish the proposed effort, which
includes demonstrated relevant past/present performance, the
availability of the necessary resources such as experienced and
competent technical and management personnel, and the availability,
from any source, of required laboratory, shop, and test facilities. 3.
Low risk of the proposed solution. Organization and clarity of
information are critical to all of the evaluation criteria. Criteria 1
and 2 are of equal importance to each other and most important in the
technical area. Criteria 3 and 4 are also of equal importance to each
other, but are of less importance than criteria 1 and 2. Cost, which
includes consideration of proposed budgets and funding profiles, and
cost elements as they relate to the technical effort is the second
evaluation area. It is anticipated that adequate price competition
(APC) will be achieved between the offers received. Only that data
deemed essential for determining a fair and reasonable contract price
and for the performance of a cost realism analysis will be requested.
[Cost Criteria (a) below applies.] If APC is not achieved, the offerors
will be requested to submit cost or pricing data IAW FAR 15.403-4.
[Cost Criteria (a) and (b) below apply.] The cost evaluation criteria
will include: (a) realism of costs for the work to be performed; clear
understanding of the requirements, and consistency with the various
elements of the proposal; (b) reasonableness of individual cost
elements. Proposal Risk Assessment: Proposal risk will be individually
assessed for the technical, cost and schedule area. Proposal risk
relates to the identification and assessment of the risks associated
with an offeror's proposed approach as it relates to accomplishing the
proposed effort. Tradeoffs of the assessed risk will be weighed
against the potential payoff. No further evaluation criteria will be
used in assessing the proposals. The technical and cost information
will be evaluated at the same time. GENERAL INFORMATION: To obtain the

Questions of a technical nature regarding the IHPRPT program and this
PRDA should be directed to Mr James Lynge, AFRL/PRRS, (661) 275-5698.
Technical questions specific to a particular topic should be directed
to the POC indicated in the topic description found in the Supplemental
Package. Proposals in response to this PRDA shall reference the
technical project being proposed against as well as PRDA 00-01-PKAE.
Proposals submitted after the respective cutoff dates specified herein
shall be treated IAW the restrictions of FAR 52.215-1. NOTE: All
contractors must comply with all provisions of FAR 52.215-1 (Oct 97)
“Instructions to Offerors -- - Competitive Acquisitions”.
A copy of this provision may be obtained from the contracting point of
contact. Anticipated types of contracts to be awarded are
cost-plus-fixed-fee or cost share. Other contract types will be
considered if proposed and substantiated. Total funding for this PRDA
is $2.5 million. Principal funding of this PRDA and the anticipated
awards are contemplated to start in FY 00. Offerors should state that
their proposals will be valid for 180 days from submission. The
Government reserves the right to award contracts up to one year from
issuance of this announcement. The cost of preparing proposals in
response to this announcement is not an allowable direct charge to any
resulting contract or any other contract, but it may be an allowable
expense to normal bid and proposal indirect cost specified in FAR
31.205-18. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or Contracting Officer, but to
communicate Contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the selection decision. Interested

Based upon market research, the Government is not using the policies
contained in Part 12, Acquisition of Commercial Items, in its
solicitation for the described supplies or services. However,
interested persons may identify to the contracting officer their
interest and capability to satisfy the Government's requirement with a
commercial item within 15 days of this notice. Note: Offerors are
advised that only contracting officers are legally authorized to commit
the Government. All responsible sources may submit a proposal which
