Kido, (503) 808-4812 1. SUBJECT. The Portland District of the US Army
Corps of Engineers will issue a purchase order for Value Engineering
Study Services. 2. CONTRACT INFORMATION. A purchase order will be
awarded for value engineering study services required for various
projects within the boundaries or assignments of Portland District. The
purchase order will be for a period of one year, with a one-year option
period. Regardless of duration, the purchase order shall not exceed a
total of $100,000. Final purchase order price will be based on the
authorized value of awarded task. This announcement is open to small
businesses only. To be eligible for contract award, a firm must be
registered in the DOD Central Contractor Registration (CCR). Register
via the CCR Internet site at http://www.ccr2000.com/ or by contacting
the CCR Registration Assistance Center (RAC) at (888) 227-2423 to
obtain a form and instructions. 3. PROJECT INFORMATION. Typical
services to be provided include a wide range of technical and
engineering analysis services. Work will be performed in an office
setting with occasional trips to the field for site overview, depending
on the nature of the work requirements. Anticipated services shall
include, but not be limited to the following: a. Conduct Value
Engineering (VE) studies or investigations. b. Provide a variety of
engineering and technical specialists to participate in VE studies. c.
Perform VE analyses related to ideas developed in the VE study. e. Be
available to answer any questions on any aspect of a particular VE
study or be available to answer general VE questions. 4. SELECTION
CRITERIA. Selection for this purchase order will be based upon the
following criteria, shown in descending order of importance (first by
major criterion and then by each subcriterion). Criteria a-e below are
primary. Criteria f-h below are secondary and will only be used as
"tie-breakers" among technically equal firms. a. Specialized Experience
and Technical Competence (1) Demonstrates experience in performing
value engineering studies of water resource projects for the Corps of
Engineers. (2) Demonstrate experience in performing other value
engineering studies for the Corps of Engineers. b. Professional
Qualifications. The evaluation will consider education, training,
certification, and longevity of relevant experience of the certified
value specialist(s)who will perform the work. c. Past Performance. Past
performance on contracts for value engineering with Government agencies
and private industry in terms of cost control, quality of work, and
compliance with performance schedules. At least one reference will be
contacted. d. Knowledge of the Locality. Must have knowledge of Oregon
and Southwest Washington projects and water systems. e. Current
workload and capacity of the firm to accomplish the required services
on schedule. f. In the event of a tie, the extent of participation of
small business(SB), small disadvantaged business(SDB), historically
black colleges and universities(HBCU), and minority institutions(MI)
will be measured as a percentage of the total contract effort,
regardless of whether the SB, SDB, HBCU, or MI is a prime contractor,
subcontractor, or joint venture partner. The greater the participation,
the greater the consideration. g. In the event of a tie, the general
geographical location of the firm with regard to other firms and the
Portland District will be considered. h. In the event of a tie, the
volume of DOD work awarded to the firm within the last 12 months will
be considered. 5. ADMINISTRATIVE. Interested A/E firms having the
capability to perform this work must submit one original and 2 copies
of the SF254 and SF255 for the prime firm and all subcontractors, to
