(318) 473-7682 The selected firm will secure soil samples, make vane
sheer measurements, perform laboratory tests, and perform other
engineering services as necessary to provide reports on shallow and
deep foundation data, site preparation recommendations on soil related
concerns as they relate to the structures to be installed on the site.
Work may be located throughout the State of Louisiana, but will be
primarily in the southern half of the state. The government intends to
award a fixed priced indefinite delivery type contract with a two year
option. Task orders will be issued with site specific specifications.
Services will calculated on a per hour basis, lump sum for each task
order. A minimum of $10,000 per year is guaranteed under this contract,
with a maximum of $300,000 per year award limitation. PRE-SELECTION
CRITERIA will be based on the firm having a minimum of 1) two in-house
civil engineers, with at least one of the engineers being a Registered
Professional Engineer in the State of LA with a minimum of five years
experience in geotechnical investigations, 2) one soil technician with
a minimum of four years experience in geotechnical investigations.
SELECTION CRITERIA. Each firm will be evaluated on the following: 1)
Professsional qualifications necessary for satisfactory performance of
required services -- 25%. Evaluations will be based on qualified
personnel level of experience associated with geotechnical
investigations and their availability to work on this contract.
2)Specialized experience and technical competence -- 25%.Evaluations
will be made on the extent of directly related experience in performing
geotechnical investigations, laboratory testing, and preparation of
reports; specialized education at the university level, and all other
applicable education and training in the engineering and geotechnical
disciplines. Consideration will be given to those firms with knowlege
of, and direct experience in evaluating soils found in LA. 3)Capacity
to accomplish work -- 15%. Evaluation will be based on the firms'
current work under contract, scheduling processes, and ability to
accomplish work in-house. 4) Past performance -- 20%. Evaluation will
be based on the firms past experience with other government agencies
and the private sector in performing geotechnical investigations; the
timeliness and quality of deliverables under previous contracts. 5)
Location in and a general knowledge of the geographical area -- 15%.
Evaluation will be based on the firms' proximity to Louisiana and
knowledge of the area soil types and conditions. Firms which meet the
requirements described in this announcement are invited to submit a
Standard Form 254, Architect Engineer and Related Services
Questionnaire; a Standard Form 255, Architect Engineer and Related
Services Questionnaire for a Specific Project and any other
supplemental information deemed relative to the selection criteria.
Interested firms must submit their SF254 and SF255 not later than April
27, 2000, 2 pm cst. to the attention of the Contracting Officer at the
address listed above. Only those firms responding by that time will be
considered for selection. After an initial evaluation, three or more of
the firms considered to be the most highly qualified will be chosen for
discussions. The most highly rated firm selected will then be asked to
