875-6012 The U.S. Department of State (DOS), Office of Logistics
Management, on behalf of the Office of Foreign Buildings Operations, is
seeking a qualified A/E firm, or team, to provide comprehensive design
services, including a master plan, for a new embassy compound located
in Seoul, Korea. The embassy compound will be configured to
accommodate the normal Department of State functions: executive
section, political, economic, consular, administration, budget and
finance, communications, medical, and security sections; Marine
security guards; and tenant organizations, such as Foreign Commercial
Service, Foreign Agriculture Service, Department of Defense, Department
of Justice, and others. Residential structures, site work and related
structures will be included. The building site is approximately 3.3
hectares in area. The program for the U.S. Embassy compound of
diplomatic related facilities will include a new Embassy Office
Building of 16,857 gsm (approximately 181,382 gsf), Residential Housing
of 19,791 gsm (approximately 212,951 gsf), and Marine Security Guard
Quarters and Domestic Quarters (only) of 799 gsm (approximately 8,597
gsf). The estimated construction cost is from $70 million to $135
million. The estimated start of design is August, 2000, with design
completion in January, 2003. The type of contract will be fixed price.
The scope of A/E services under this design contract will include:
architecture and master planning, civil, geotechnical engineering;
structural (including blast), seismic, mechanical, and electrical
engineering; communications; RF and Acoustical shielding systems;
physical and technical security; space planning and systems furniture
integration; interior design; fire protection engineering; lighting
design, site design, landscape design; scheduling; cost engineering;
value engineering; administrative coordination of the various
disciplines involved; and construction phase services. U.S. codes and
U.S.G. requirements, to include UFAS and sustainable design, as well as
the applicable laws, codes and standards for the city of Seoul,
Republic of Korea will apply. The site, buildings and related
facilities will be designed in hard metric (system International)
units. Each design submission will include AutoCad R 13 or 14 files in
Department of State format. The successful A/E firm, including all
entities which comprise a joint venture, and including all
subcontractors, must possess, or be able to obtain a Department of
Defense (DoD) Secret facility clearance (FCL) with Secret safeguarding
capability in accordance with the National Industrial Security Program
Operating Manual (NISPOM), DoD 5220.22-M prior to contract performance.
Appropriately cleared personnel will also be required for contract
performance. The DOS will sponsor a successful firm for a clearance.
Firms responding to this announcement on or before the closing date
will be considered for selection using the following evaluation
criteria 100 points maximum: (a) Professional qualifications necessary
for satisfactory performance ofrequired services. Include all
disciplines/services required by the scope of A/E services described
above-30 pts. (b) Specialized experience and technical competence in
master planning, energy conservation, pollution prevention, waste
reduction, reliability-centered maintenance, the use of recovered
materials, and physical and technical security design. Provide back-up
data for a maximum of five recent projects that would demonstrate
examples of creative solutions in facility design, including such
things as sustainable design, energy efficiency, barrier-free
accessibility, and accommodating organizational and technical change.
Provide examples of master planning for a phased development-25 pts.
(c) Demonstrated design excellence by the A/E team on projects of a
similar size and complexity, preferably international projects. Provide
examples of five recent projects showing high quality design
performance, including housing and office building types, by proposed
key design personnel-20 pts. (d) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules,
coordinating multi-disciplinary design efforts, and providing effective
cost and quality control. Although previous or ongoing performance of
a similar U.S. Government contract is not a requirement for firms
responding to this solicitation, if such contracts have been performed,
the offeror must have performed at a satisfactory level as a minimum.
If using consultants, demonstrate that the team has worked successfully
as a team in providing similar services by providing information on a
maximum of five recent projects performed by the team. Briefly describe
management plan including procedures for decision-making, quality
assurance, coordination, schedule, and cost control procedures.
Indicate effectiveness of cost control of representative projects by
listing the construction budgets, construction contract award amounts,
and construction change order rates in tabular form for five recent
projects-15 pts. (e) Previous experience with overseas projects and
knowledge of foreign building codes, standards, and construction
practices-5 pts. (f) Large businesses shall provide examples from five
recent projects that demonstrate inclusion of small businesses, small
disadvantaged businesses, woman-owned businesses, and HUBZone small
businesses in their subcontracting plans. Past performance in achieving
or exceeding the socioeconomic goals established under the five recent
projects will be weighed-5pts. Failure to address each of the
evaluation criteria, in writing, will result in failure to qualify.
Additionally, failure to provide the requisite information will result
in failure to qualify. Large business firms responding to this
solicitation may be required to submit a small business subcontracting
plan. The DOS Fiscal Year 2000 subcontracting goals are: small
business 40%; small disadvantaged business 5%; small woman-owned
business 5%; and HUBZone small business 1.5%. A/E firms that meet the
requirements described in this announcement are invited to submit two
copies of the following: (a) Standard Form 254 Architect/Engineer and
Related Services Questionnaire, (b) Standard Form 255
Architect/Engineer and Related Services Questionnaire for Specific
Project (maximum of 100 pages), (c) Business Management Plan for design
projects, (d) Design portfolios which illustrate the A/E team's
capabilities. In addition, firms must submit two copies of a statement
of qualifications for purposes of Section 402 of the Omnibus
Diplomatic Security and Antiterrorism Act of 1986 P.L. 99-399
(questionnaire forms are available by FAX request to Mr. Brian Mulcahy

considered for award must meet the definition of a "United States
person" of P.L.99-399, Section 402 thereof, as follows: (1) be legally
organized in the United States more than five years prior to the
issuance of a request for proposal; (2) have its principal place of
business in the United States; (3) have performed within the U.S.
administrative, technical or professional services similar in
complexity, type of construction, and value of the project being
solicited; (4) employ U.S. citizens in at least 80 percent of principal
management positions in the U.S.; employ U.S. citizens in more than 50
percent of its permanent, full-time positions in the U.S. (5) have
existing technical and financial resources in the U.S. to perform the
contract; and (6) have no business dealings with Libya. Firms not
meeting the "United States persons" requirement will not be considered.
