Certain A/E projects under the Security Supplemental Program, implemented as a result of the Dar es Salaam and Nairobi Embassy bombings, may require that competition be limited to cleared U.S. firms. These procedures would be justified under 41 U.S.C 253 (c) (2) or authorized under Section 3 of the Foreign Service Buildings Act, 22 U.S.C. 294, as necessary, to ensure timely implementation of the Department of State's Security Construction Program.
